Job Title 1124 – IT Specialist
Person who coordinates, manages, and supervises the activities of analysis, implementation, evolution, deployment, support, and operational support of projects concerning complex, multisite information systems that touch several sectors of the organization.
She acts as an expert in her field of specialization. She coordinates the work of a team of IT analysts and technicians.
Responsibilities
The Digital Solutions Department (DS) ensures the development, operation, maintenance, support, and sustainability of over a hundred digital solutions used at Santé Québec, the Ministry of Health and Social Services (MHSS), and several partner organizations, including Family Medicine Groups (FMGs), the Régie de l'assurance maladie du Québec (RAMQ), and the Institut national de santé publique du Québec (INSPQ). These solutions operate 24 hours a day, 7 days a week, 365 days a year, and serve over 300,000 users working in clinical and administrative sectors: frontline services, rehabilitation, home support, public health, youth, medico-administrative, administrative, etc. Through certain applications and telephone services, a potential of 9 million Quebec citizens also benefits from these solutions.
Under the responsibility of the Digital Solutions Department, the Adjoined Department of Digital Solutions in Health and Administrative Services (DASNHAS) is tasked with ensuring the operation, sustainability, and evolution of the essential digital solutions for the proper functioning of Santé Québec, the MHSS, and several partner organizations, such as Family Medicine Groups (FMGs) and the Institut national de santé publique (INSPQ). These solutions are used daily by thousands of users in various sectors, ranging from frontline services to youth services, including medico-administrative and administrative services.
The DASNHAS also offers strategic cross-cutting services, including support for the development of digital projects and the management of the imaging domain of the Santé Québec Record (SQR).
Under the supervision of the Head of Service – Digital Solutions and Health Data, the incumbent plays a crucial role in the management, optimization, security, and evolution of the Oracle databases that support Santé Québec's digital solutions. She ensures the stability, availability, and performance of the data environments, which are at the heart of critical provincial solutions operating 24/7 and used by thousands of users. This position also includes a paid on-call duty obligation in accordance with SPGQ work conditions to ensure the continuity of essential services.
As an expert in her field, she conducts in-depth analyses, designs, and implements advanced monitoring, backup, restoration, and optimization mechanisms. She ensures the integrity, resilience, and sustainability of the data platforms while respecting security standards, data management best practices, and organizational guidelines.
She collaborates closely with application teams, infrastructure, architecture, security, and deployment teams to ensure a harmonious integration of technological components. She also plays an advisory role to project managers, analysts, and architects, informing them of technical, capacity, or performance impacts related to databases.
In the context of application evolution projects, technological migrations, or major incident resolutions, she may be called upon to coordinate work with various technical teams. She thus contributes to prioritizing actions, defining solutions, ensuring the quality of deliverables, and guaranteeing the continuity of essential services.
Finally, she actively participates in the continuous improvement of data environments, the implementation of standards and best practices, and technological vigilance to ensure the modernization, security, and performance of the Oracle platforms supporting Santé Québec's mission.
More specifically, the main areas of action are as follows: Administration, monitoring, and optimization of Oracle databases
- Ensure the daily administration of Oracle databases supporting digital solutions, including configuration, parameter tuning, and environment evolution.
- Continuously monitor database performance, proactively detect anomalies, and recommend necessary adjustments to ensure operational efficiency.
- Perform performance analyses and optimize queries, structures, and storage mechanisms to maintain reliable and performant environments.
- Develop, maintain, and optimize SQL and PL/SQL scripts to meet operational needs and support data integrity and quality.
Security, compliance, and access management
- Ensure the security and integrity of databases by rigorously applying patches, managing vulnerabilities, and implementing preventive measures.
- Manage database access — users, roles, and privileges — in compliance with information security policies and ensure complete and rigorous tracking of access to sensitive data.
Backup, restoration, and service continuity
- Design, execute, and improve backup and restoration strategies, including process automation and regular recovery procedure validation.
- Participate in the implementation and maintenance of high-availability solutions to ensure the continuity of critical services.
Support, diagnosis, and incident resolution
- Quickly diagnose anomalies and incidents affecting databases, intervene effectively to restore stability, and propose durable solutions.
- Document analyses and actions taken to enrich internal practices and prevent problem recurrence.
Interteam collaboration and project participation
- Participate in application evolution, modernization, or Oracle environment migration projects.
- Work closely with architects, analysts, developers, infrastructure, security, and deployment teams.
- Contribute to planning, estimating, and implementing database-related work within the framework of multisite or intersectorial projects.
Technical coordination contribution
- Coordinate, when required, technical work involving multiple teams in database-related aspects (migrations, integrations, major incidents).
- Contribute to action prioritization, solution definition, and deliverable validation to ensure service quality and continuity.
- Continuous improvement, documentation, and technological vigilance
- Document environments, procedures, interventions, and improvements rigorously.
- Participate in the development of standards, operational guidelines, best practice guides, and automation mechanisms.
- Ensure continuous technological vigilance on Oracle solutions, including cloud-related evolutions (Oracle Cloud Infrastructure or related services), and recommend improvements aligned with Santé Québec's guidelines.
