The Senior Director, Strategic Initiatives and Program Management, Quebec, oversees the execution of the Bank's growth strategy in the Quebec market. The person in this role reports directly to the President, Quebec, and works closely with the Quebec leadership team and key national stakeholders of the Bank of Scotia. The primary responsibility is to ensure the implementation of our Growth Strategy in Quebec by planning, deploying, mobilizing, and rigorously executing key initiatives. The scope of work covers all sectors present in the province of Quebec (Canadian Network, Asset Management, Banking Services, and Global Markets) as well as corporate functions supporting the business sectors (marketing, communications, human resources, finance, risk, legal services, etc.).

Does this role suit you? In this role, you will need to

  • Collaborate closely with the Quebec leadership team, key national stakeholders of the Bank of Scotia, and corporate functions to design and implement the Bank's Growth Strategy in Quebec.
  • Ensure that the portfolio of strategic initiatives aligns with our overall strategy and that the achievement of key objectives and key results (OKRs) targets corresponds to the established objectives. Identify discrepancies and collaborate with the team to make the necessary corrections.
  • Ensure the efficiency of planning, resource allocation, and implementation of initiatives that support our strategy. Manage resource gaps and escalate them as needed.
  • Establish and maintain a clear and effective measurement and communication framework.
  • Ensure that all initiatives under your management adhere to strong project management principles and a solid governance structure. Align with the enterprise service delivery framework as well as other enterprise or industry best practices and standards.
  • Serve as an intermediary between functional units to promote continuous collaboration and achieve common results.
  • Manage a small team of project management specialists to ensure consistent execution and maximize direct and indirect impact on results (profits and losses).
  • The team manages a complex and diverse portfolio of strategic and operational initiatives with many interdependencies, often involving multiple internal and external stakeholders as well as partners across business sectors and corporate functions.
  • Typical programs require implementation that will span multiple phases and require complex planning and execution cycles.
  • Consolidate the status of programs or projects in Quebec and report to functional and business stakeholders, monitor the critical path, assess risks that could significantly impact project performance, and escalate critical issues to the senior leadership team.
  • Contribute to the establishment of a highly rigorous execution culture within the Bank of Scotia in Quebec by defining, documenting, and disseminating best practices in project management, with the aim of normalizing the methodology and improving execution discipline across the Bank of Scotia's business portfolio in Quebec.
  • Understand how the Bank's risk appetite and risk management culture should be taken into account in day-to-day activities and decisions.
  • Create an environment where your team seeks efficiency in their sector's activities while ensuring the appropriateness, compliance, and effectiveness of current regulatory controls to meet obligations related to operational risk, regulatory compliance risk, money laundering and terrorist financing risk, and misconduct risk. This includes following the operational risk management framework, the regulatory compliance risk management framework, the global LCBA/LCFT manual, and the Bank of Scotia Code of Ethics.

Do you have the skills to succeed in this role? - We would like to work with you if you have:

  • Bachelor's degree in business administration, commerce, strategy, finance, economics, or a related field.
  • MBA or master's degree considered an asset.
  • PMP certification or equivalent certification considered an asset.
  • 10 to 15 years or more of progressive experience in strategy execution, organizational transformation, program management, management consulting, banking services, or related fields.
  • Demonstrated experience in managing complex portfolios with multiple work streams, stakeholders, interdependencies, and competing priorities.
  • Experience in leading teams of professionals in project management, program management, strategy, or execution.
  • Experience in supporting decision-making at the senior leadership level and direct collaboration with senior executives (senior vice president, executive vice president, or board member).
  • Experience in developing and implementing frameworks based on OKRs, KPIs, or the balanced scorecard to support strategic execution.
  • Practical knowledge of banking products and services as well as asset management, an asset.
  • Proven experience in financial analysis.
  • Excellent communication skills to effectively express your views to all levels of the Bank. Excellent oral and written communication skills are essential, in French and English.
