Reports to: Service Proposal Team Manager, Federal Government
Job Objective:
Lead potential high-priority mandates by adhering to the proposal process and managing proposal strategies, inter-functional coordination, revisions, and interview support to offer compelling, compliant, and competitive submissions.
Key Responsibilities
- Lead Go/No Go (GNG) evaluations, kick-off meetings, timelines, templates, and daily proposal coordination for designated potential mandates.
- Manage multiple proposals simultaneously, coordinate content provider groups, and adapt to evolving priorities.
- Manage inter-functional proposal teams including coordinators, graphic support teams, and technical contributors.
- Create major proposal sections, facilitate revisions, and manage production until final submission.
- Lead interviews, pre-planning, reports, and lessons learned for major potential mandates.
- Participate in interview preparation and simulation sessions, and help the team refine presentation skills.
- Ensure team alignment, timeline adherence, and proposal quality during large-scale opportunities.
- Provide mentorship to Service Proposal Managers I and II and Coordinators to support their development.

Key Performance Indicators
- Completes 95% of assigned tasks and deliverables within proposal timelines.
- Supports submissions within required deadlines for 100% of proposals assigned. Ensures smooth running of kick-off meetings, revisions, timelines, and team collaboration.
- Leads the proposal team to ensure key milestones are met on time.
- Maintains high-quality deliverables, integrated visual materials, and strong stakeholder communication.
- Demonstrates good judgment in resolving common proposal issues, escalating concerns to higher levels as needed.
- Responds to team requests within the same workday (24 hours).
- Utilizes 60-70% of the automated proposal platform.
- Competency:
Strong proficiency in Microsoft Office, Adobe Creative Cloud (including InDesign), SF330 templates, and tools like Salesforce or Power BI.
Education and Experience Requirements
Bachelor's degree preferred. 7 to 10 years of experience in leading the development of service proposals, from pre-positioning and strategy to submission and interviews for federal mandates and in the architecture, engineering, and construction sector. Demonstrated success in managing larger and more strategic potential mandates in the federal environment.
