IT and Cybersecurity Project Manager (maximum 6-month replacement)

Reporting to the head of the Information Technology and Organizational Performance Division, you will be responsible for analyzing, planning, supervising, and completing IT projects involving a team of multiple intervenants. You will intervene in all technological projects of the City, considering the requester's demands and ensuring the project's feasibility based on the allocated infrastructure and budget.

You will also be responsible for supervising technological security solutions in place on production environments as well as hosting environments. You will be accountable for the management of computer security for firewalls, antivirus, SSL certificates, IP encryptors, data backup, operating systems, etc., and in compliance with Law 25. This mandate requires performing technological surveillance to anticipate evolutions. You will make recommendations for solutions to increase infrastructure efficiency by implementing optimal solutions.

More specifically, the person:

Project Management

• Develops detailed project plans, defines objectives, timelines, and necessary resources, and coordinates the activities of various stakeholders.
• Identifies project-related risks, implements mitigation strategies, and ensures regular monitoring to guarantee the respect of deadlines and budgets.
• Ensures effective communication with all intervenants, including internal teams, suppliers, and external partners, to maintain optimal transparency and collaboration.
• Conducts a post-project evaluation to benefit from the lessons learned and improve practices for future initiatives.

Cybersecurity

• Follows the information security policy in compliance with current standards and regulations, including Law 25.
• Responds effectively to security incidents, minimizes impacts, and implements corrective measures to prevent incident recurrence.
• Supervises continuous computer system monitoring to detect vulnerabilities and threats and performs regular network and system security evaluations.
• Organizes training and awareness sessions for staff to promote best practices in information security and data protection.
• Conducts Privacy Impact Assessments (PIAs) for all new projects involving personal information to ensure adequate protection measures are in place.

REQUIRED QUALIFICATIONS

• Bachelor's degree in computer science, information security domain (or equivalent) and project management training.
• 5 years of experience in project management and cybersecurity;
• Proficiency in Microsoft 365 tools, database management principles, and ITSM principles;
• Knowledge of Lansweeper, Octopus, and Fortinet tools;
• Ability to manage multiple files simultaneously and work with short deadlines;
• Familiarity with computer systems, security management software, and network monitoring tools;
• Clear understanding of legal requirements for personal information protection in Quebec;
• Proficiency in French both orally and in writing;
• Asset – Hold a PMP certification;
• Possess a valid driver's license and a personal vehicle.
