The Health and Safety Director - Quebec leads the development and implementation of the organization's health and safety strategy in the province, acting as the main point of contact with regulatory bodies, including the CNESST, as well as with government agencies, unions, industry associations, and community stakeholders. Reporting to the Director of Health and Safety, this role is responsible for advancing governance in occupational health and safety (OHS), regulatory compliance, and public affairs initiatives across Quebec operations.
The position oversees strategic supervision of activities related to the CNESST, including audits, claim management, and associated financial impacts, ensuring alignment with organizational objectives and regulatory requirements. Internally, the Health and Safety Director contributes to performance by overseeing OHS data, incident reporting processes, and communication strategies, while participating in the production of reports for senior management and the board of directors.
This role represents the organization at a senior level in all external interactions and plays a key role in developing a proactive, compliant, and high-performing health and safety culture across Quebec.
- Public Affairs and External Stakeholder Relations
- Act as the primary point of contact between the company and external organizations, including regulatory authorities (such as the CNESST), industry associations, and community groups;
- Oversee strategic supervision of regulatory inspections, investigations, audits, and information requests, ensuring organizational alignment, risk management, and achieving results in all interactions;
- Lead and supervise all financial and administrative aspects related to the CNESST, including cost governance, financial impacts associated with claims, and audit preparation, ensuring accuracy, compliance, and alignment with organizational objectives;
- Establish and maintain strategic partnerships with subcontractors and external partners, defining clear performance expectations in OHS and ensuring compliance with standards;
- Influence and improve performance in health and safety within the external partner network, promoting accountability, consistency, and continuous improvement of practices;
- Represent the Health and Safety department in public forums, inter-organizational meetings, and stakeholder engagements.
- Health and Safety Governance and Corporate Reporting
- In collaboration with the Health and Safety Director, prepare comprehensive reports, dashboards, information notes, and governance documentation for senior management and the board of directors;
- Support corporate audits, certifications, and compliance reviews;
- Establish and maintain robust governance frameworks and centralized systems for tracking OHS audits, corrective measures, compliance evidence, and administrative and financial documentation related to the CNESST;
- Ensure the implementation and continuous improvement of corporate governance requirements related to health and safety performance, regulatory compliance, and disclosure obligations, ensuring alignment with organizational strategy and external expectations.
- Incident Reporting Systems and Data Management
- Oversee the incident reporting and tracking system as the primary administrator;
- Ensure the integrity, accuracy, and timeliness of incident-related data, including effective tracking, resolution, and closure of corrective actions across all operations;
- Lead the analysis of health and safety performance trends and root cause investigations, transforming findings into actionable insights and recommendations for senior management;
- Oversee the development and dissemination of health and safety performance indicators, including monthly, quarterly, and annual reports, to support internal governance and parent company requirements.
- Health and Safety Communications and Internal Engagement
- Lead provincial health and safety communication strategies, ensuring alignment with corporate, regulatory, and organizational standards;
- Oversee the development and dissemination of OHS communications, ensuring clear, consistent, and impactful messaging throughout the organization;
- Implement initiatives to strengthen the safety culture and employee engagement, promoting accountability among leaders and proactive behaviors.
- Program Administration and Support for OHS Managers
- Provide strategic guidance and direction to the OHS Director and managers in the development and implementation of health and safety programs, procedures, and project-specific documentation;
- Oversee the development of presentations, training materials, and informational documents, ensuring alignment with organizational priorities and stakeholder needs.
- This position is for you if you have:
- Bachelor's degree in occupational health and safety, public affairs, communications, risk management, or a related field (master's degree, an asset);
- 10 to 15 years of progressive experience in occupational health and safety, regulatory affairs, or stakeholder relations;
- Excellent expertise with the CNESST and regulatory bodies, including audits, claim management, and compliance oversight;
- Advanced proficiency in French, both oral and written;
- Advanced knowledge of English, both oral and written, to interact daily with subcontractors, suppliers, clients, partners, and colleagues outside Quebec. Must participate in coordination and project management meetings with national teams, provide progress updates, and complete reports for anglophone stakeholders;
- Demonstrated ability to drive stakeholder engagement and regulatory management strategies in complex and unionized environments;
- Experience in developing and presenting reports to senior management and the board of directors, with the ability to transform data into strategic recommendations and guidance;
- Proven experience in implementing governance, risk management, and continuous improvement initiatives within health and safety frameworks;
- Experience in the renewable energy construction sector, in EPC environments, or more broadly within the construction industry is an asset;
- Available to travel; valid driver's license required.
