The holder of the position is responsible for supervising the activities of planning, cost control, risk management, and project progress tracking during the development phase. He or she ensures the preparation, updating, evaluation, tracking, analysis, and communication of project schedules, costs, and risks to the management.
Under the supervision of the Director - Project Control and Procurement - Performance, the holder of the position will be responsible for:
- Management of the planning team as well as major project cost controllers, organization of work, and tracking with project teams for the following activities:
- + Manage the update cycle of the schedule and cost control throughout the execution of the projects, i.e.:
The implementation of projects/mandates, tracking of budgets and schedules in the project management system from submission to project delivery.
+ Ensure the calculation of the initial budget based on the proposal.
+ Ensure planning and tracking of resources over time based on the schedule proposal; + Ensure tracking of hours, expenses, costs, and budget updates.
+ Track cost control and anticipate risks; + Participate in regular meetings with project managers and other stakeholders (internal and external) to ensure project progress and achievement of project objectives and results.
+ Ensure tracking of changes and coordination with the project team.
+ Ensure and manage project progress tracking with managers, including cost and schedule controls.
+ Prepare and transmit to the project management team reports on the financial performance of the projects.
+ Develop and implement planning and cost control policies, processes, and procedures; + Establish best practices for preparing reports for schedule updates and cost control; + Document budget and schedule issues related to projects, as well as their resolution.
+ Collaborate on legal documentation in case of claims;
General knowledge and technical skills
- Project management.
- Excellent understanding of engineering, procurement, and construction practices.
- Demonstrated mastery of health-safety, quality management, project control, and commercial and contractual administration issues.
- Mastery of computer tools, including MS Office suite, Primavera P6, SPE, and ECMS.
- In-depth knowledge of project control, planning, risk management, financial reporting, and progress measurement.
Requirements
- Holder of an engineering degree or relevant discipline, or equivalent experience;
- Minimum of 15 years of experience in construction;
- Experience in team management, particularly in leading planning and project control teams;
- Experience with engineering consulting firms, an asset;
- Knowledge of claim issues, an asset;
- Understanding of cost control and planning in a contract management context;
- Mastery of Primavera P6 (essential), including the use of WBS and other coding systems;
- Mastery of Microsoft Office, mainly Microsoft Excel (essential) and Microsoft Project;
- Knowledge of linear scheduling (TILOS), schedule audit quality (DCMA-14), and 4D software (Synchro 4D/Navisworks) (an asset);
- Safety rating level 2;
- Bilingual in English and French to collaborate with key actors across Canada;
- Hybrid modality with frequent travel to job sites or EBC offices for project planning and cost control (50% or more)
