Health Québec Outaouais is seeking candidates to fill the position of Payroll Service Manager at the Financial Resources Department (DRF). Our institution employs 11,500 people across 71 facilities in the Outaouais territory and manages an annual operating budget of approximately $1.5 billion. Its mission is to maintain, improve, and restore the health and well-being of the Outaouais population by providing accessible, integrated, and high-quality health and social services, thereby contributing to the social and economic development of the region.

Summary of Role and Responsibilities
Reporting to the Budgeting and Financial Control Coordinator, the Payroll Service Manager is responsible for:
- Ensuring the planning, organization, coordination, and control of all payroll-related activities, while ensuring compliance with collective agreements, working conditions for management personnel, tax laws, and other applicable legislative and regulatory provisions.
- Ensuring the rigorous application of the establishment's policies, procedures, and directives, as well as the orientations of Health Québec.
- Supervising the production of tax slips, annual adjustments, government remittances, and required reports to various instances, including the annual pension report.
- Ensuring the integrity, compliance, and reliability of financial and payroll accounts, by implementing appropriate control mechanisms.
- Identifying risks related to payroll operations and implementing corrective and preventive measures to ensure the quality and continuity of services.
- Ensuring the governance of the HR-PAYROLL system and overseeing access management in accordance with user profiles, security standards, and best practices in information protection.
- Acting as the primary contact with suppliers and technology partners to coordinate updates, functional improvements, evolution projects, and new service offerings.
- Optimizing business processes in the sector by leveraging automation, administrative simplification, and maximizing the use of system functionalities.
- Participating in the planning and implementation of organizational projects that impact payroll and human resources activities.
- Leading the development and maintenance of dashboards, management indicators, reports, service performance indicators, and automated solutions (Power BI, SSRS, SQL, Python) for the payroll sector, facilitating decision-making at the organizational level.
- Ensuring the quality, consistency, and optimal exploitation of financial and payroll data to support the organization's and Health Québec's information needs.
- Promoting a data-driven management culture, performance measurement, continuous improvement, and innovation.
- Supporting the development of analytical and automated solutions to enhance operational efficiency and reduce low-value tasks.
- Acting as an expert advisor to managers and internal partners on payroll, social benefits, collective agreement application, taxation, and HR-PAYROLL system usage.
- Ensuring the development, updating, and dissemination of tools, guides, and training activities for managers and system users under their responsibility.
- Providing strategic advice and recommendations to ensure a fair and uniform interpretation of various conventional, regulatory, and legal provisions.
- Developing and maintaining effective collaboration partnerships with departments, trade unions, government agencies, and external partners to support service quality and efficiency.
- Motivating, leading, and developing a team of specialized employees by fostering a healthy, collaborative, and customer-service excellence work environment.
- Ensuring performance management, skill development, succession planning, and employee support in a context of transformation and continuous improvement.
- Promoting an innovation, accountability, and commitment culture to achieve organizational goals.
As a public sector manager, the incumbent is accountable for their management both internally and externally and is expected to provide an account at all times.
Every manager contributes to integrated risk management within their area of responsibility by identifying risky situations, implementing appropriate preventive or corrective measures, and ensuring the required follow-up to support service quality, safety, and continuous improvement.
Required qualifications
- Bachelor's degree in administration, management, finance, or any other relevant discipline.
- At least two (2) years of professional experience in a related field.
- Recent experience in coordinating reorganization and significant change projects in a large organization will be considered an asset.
- Membership in the Canadian Payroll Association will be considered an asset.
- Experience in team management will be considered an asset.
- Strong understanding of the health and social services sector, its administration, and its legal framework.
- Any other combination of experience and training deemed relevant may be considered.
- Valid driver's license required.
