Your Role in the Organization

Under the responsibility of the Head of the Planning and Regulation Division, the Urban Planning Project Manager is responsible for urban, heritage, and environmental planning of the territory and regulatory oversight in a sustainable development context. The offered position is at the heart of the urban challenges presented by the new Urban and Mobility Sustainable Development Plan based on best practices and trends in territorial planning. The two pillars of the UMSDP are focused on healthy lifestyles and adaptation to climate change.

General Management Activities

• Coordinate projects with other City services and external stakeholders;
• Act as a resource person for various committees and commissions under their responsibilities and represent the City before organizations and partners in the field;
• Act as a resource person for the service staff and other municipal services regarding territorial planning and urban regulation;
• Represent the service or the City in court or before various administrative tribunals;
• Participate in the organization and conduct of public consultations and information sessions;
• Write and prepare reports, presentations, information documents, and others;
• Write requests for proposals and specifications;
• Supervise professional service contracts and monitor consultants;
• Formulate opinions and recommendations for City services, Commissions, the Executive Committee, the Municipal Council, etc.;
• Perform other tasks within their competencies, as requested by their supervisor;
• Replace, if necessary, the Head of the Planning and Regulation Division.

Specific Management Activities

• Participate in the development of a vision for territorial planning and development by determining the orientations and interventions aimed at the quality of public spaces and living environments;
• Participate in the development and writing of master plans, specific urban planning programs, strategies, policies (planning, environment, heritage), etc.;
• Analyze urban morphology and the issues of the physical and natural environment and apply an intervention approach taking into account the practices, realities, issues, and planning objectives;
• Collaborate in the development of concepts and planning for territorial development projects and public spaces according to current trends in planning, architecture, heritage, urban planning, and environment;
• Accompany developers in the realization of their territorial development projects and analyze the planning proposals for private and public sites, and make appropriate recommendations;
• Participate in the development of urban rehabilitation and redevelopment projects and the creation of innovative urban planning tools for their implementation;
• Coordinate with organizations, associations, or partners in the field to implement and monitor the measures, programs, and action plans adopted by the City;
• Participate in the management of the City's park fund;
• Be responsible for the drafting of urban planning regulations and ensure the conformity and consistency of the regulations with the City's urban plan and the County Municipal District's land use plan and all other provincial or federal laws or regulations;
• Supervise the work of the Division's analysts regarding minor deviation requests, PIIA, PPCMOI, conditional uses, subdivision, etc.;
• Coordinate municipal work requests for the opening of new streets;
• Coordinate and verify municipal attestation requests and authorization requests (CPTAQ, RACJQ, MDDELCC, SAAQ, etc.).

Job Requirements

• Hold a bachelor's degree in one of the following fields: architecture, territorial planning, engineering, urban planning, or related field (any combination of relevant education and experience may be considered);
• Hold a valid driver's license.
