This position is referred to as Borough Secretary internally within the City. This posting may be used to fill other positions of this type or similar positions within the same family, within the Saint-Léonard borough.

The Saint-Léonard borough is looking for a dynamic and committed person to join its management team.
Your Mandate
Reporting to the borough director, you exercise the powers of the registry and manage a team of 4 people whose activities include, among other things, providing the necessary support for the organization, conduct, and follow-up of borough council meetings.
You also play a strategic advisory role to all borough departments to ensure compliance with laws, regulations, administrative frameworks, and follow-up of recommendations from oversight bodies. More specifically, you:
- Provide support for borough councils, ensure their proper conduct, and compliance with legal provisions, review and analyze submitted files, oversee the editing and distribution of resolutions, ordinances, and regulations issued;
- Oversee the publication of notices, receipt, opening, and drafting of minutes related to public tenders within the borough's jurisdiction;
- Oversee the process of analyzing and responding to access to information requests;
- Prepare, draft, and edit legal and administrative documents such as public notices, regulations, contracts, agreements, recommendations, and other documents binding the borough;
- Oversee document management and archiving processes for the borough, including digitization and implementation of electronic document management in various departments;
- Conduct research in legislation and case law, consult the Legal Affairs Service and the City's Registry Service to provide legal advice to the borough's management;
- Foster a healthy, respectful, inclusive, and mobilized work environment, while conducting performance evaluations, ensuring skill development, and preparing for succession.

PROFILE REQUIRED
- Bachelor's degree in law or another relevant field
- 6 years of relevant experience related to the responsibilities of the position
- 3 years of experience in managing or coordinating a diverse work team
- Excellent communication skills both orally and in writing
- Member in good standing of the Quebec Bar or the Quebec Notaries' Association (asset)
- Organized, curious, meticulous
- Kindness, determination, team player, agility, being in action for citizens
