Under the responsibility of the Deputy Director of Public Works and Technical Services, the Civil Engineering Technician is tasked with ensuring a link between the service's directives and the execution of tasks related to the maintenance of distribution and sanitation networks. He or she is also called upon to participate in various special projects and collaborates with service members on the work carried out. In concert with the other members of the team, the technician contributes to the development of municipal services.
Main Responsibilities:
- Conducts GPS or level surveys, prepares plans, participates in the design of estimates and cost estimates for the work to be carried out, and monitors the implementation of the work by ensuring the proper execution of the terms of the estimates;
- Observes and notes on site whether the contractors' work is being carried out according to the rules of the art and the specifications of the plans and estimates, and ensures compliance with safety standards;
- Collaborates with the various services of the Public Works Department for the implementation of certain projects;
- Joins, if necessary, the Public Works team for the execution of various on-site work;
- Represents the Municipality on construction sites and informs citizens on the work in progress;
- Performs the necessary interventions for the maintenance of water supply and sewer networks;
- Represents the Municipality at various construction meetings (start-up and progress meetings, provisional and final inspections on site);
- Documents, evaluates, and supervises the progress of the work carried out by contractors or by other municipal services, as well as the services rendered by the external consultant;
- Verifies, based on on-site observations, the compatibility of dimensions, specifications, standards, and data with the approved plans and estimates;
- Conducts surveys and data compilations on the management of sewer and water supply networks and municipal engineering work for the preparation of future projects;
- Conducts surveys and inspections of infrastructure (bridges, for example) and formulates recommendations for their replacement/maintenance;
- Compiles various data (reports, plans, estimates, television inspections, etc.) related to various issues at the level of the operation and functioning of existing sewer and water supply networks;
- Participates in interventions and follows up on operations in the various pumping stations in connection with the requirements of the Ministry;
- Participates in the elaboration of municipal maintenance contracts (snow removal, pavement marking, lawn mowing, etc.);
- Participates in the management and supervision of municipal contracts and coordinates certain necessary corrections with contractors;
- Participates in the rotation of availability for guards according to the schedule established by his or her immediate superior;
- Participates in certain work carried out in-house and may, on occasion, coordinate its execution;
- Participates in the elaboration of the maintenance and improvement program for municipal facilities and proposes to his or her superior improvements that can be made;
- Identifies needs or problems related to his or her tasks and submits to his or her immediate superior any suggestion or recommendation that could improve the functioning of his or her work team;
- Collaborates with other municipal employees for the proper functioning of the services;
- Carries out any other mandate at the request of his or her immediate superior.

Requirements
- Have a good knowledge of the Autocad software;
- Hold a DEC in civil engineering, or any other training deemed equivalent or directly related to the position;
- Have a minimum of one (1) to three (3) years of experience in a relevant field to the function;
- Have a good knowledge of the Labour Standards Act (LSA) and the various laws and regulations governing his or her field of expertise;
- Possess a Construction ASP card (Health and Safety Course on Construction Sites);
- Hold a Class 5 driver's license;
- Possess recognized leadership and aptitudes to motivate and mobilize resources;
- Be able to promote teamwork;
- Possess aptitudes for planning and follow-up;
- Be versatile;
- Be resistant to stress;
- Know how to manage change and unforeseen events;
- Have OPA training (an asset);
- Be available to work evenings and weekends during emergency or exceptional needs situations;
- Be available in the guard service on rotation (weekends, holidays, etc.).

- The salary is established according to Class 4 of the collective agreement of the employees of the Municipality of Saint-Paul, at a minimum hourly rate of 33.76 $ and a maximum hourly rate of 40.32 $ (2024 salary scale).
- 40-hour work week.
