What are your contributions to the team?

  • Understand the needs of internal and external clients (requirements) by collecting and analyzing data, and critically reading contracts and work statements.

  • Identify and implement cost optimization opportunities by product families.
  • Negotiate favorable terms for agreements and purchase orders with suppliers for the acquisition of goods, services, and supplies.
  • Plan, track, analyze, and monitor the balanced scorecard and key performance indicators.
  • Represent the supply chain within the change management process.
  • Ensure timely negotiation and closure of impact statements.
  • Lead supplier performance reviews (PMR) in collaboration with business units and procurement categories.
  • Lead or support the request for proposal (RFP) process, including drafting the RFP.
  • Work closely with the procurement team to ensure compliance and tracking of purchase orders.
  • Acquire a good understanding of the purchase order creation process in SAP.

How will you thrive in this role?

  • You hold a bachelor's degree in administration/management or engineering (preferably); other types of training will be considered.
  • You have a minimum of 10 years of experience in proposals, procurement, or supply chain management, completed by 5 years in a defense or equivalent role, interacting with various state actors, for example, the U.S. Department of Defense.
  • You have demonstrated your ability to manage multiple priorities, meet deadlines, and produce high-quality deliverables.
  • You possess strong communication and presentation skills, with the ability to interact effectively at all levels of the organization.
  • You exhibit exceptional organization in managing supplier documentation and data, ensuring accuracy, accessibility, and compliance (negotiations, purchase order issuance).
  • You are a permanent resident of Canada or a Canadian citizen and are able to obtain the required security clearances.

Preferred Qualifications

  • You have knowledge or experience as a supply chain representative supporting defense world-wide/DOD proposals.
  • You are familiar with international defense acquisition processes, including RFP structures, deployment requirements (flow-downs), and compliance standards.
  • You have knowledge of U.S. FAR and DFARS regulations or equivalent international defense contract practices and laws.
  • You are familiar with ERP/MRP systems (SAP, Oracle, or equivalents).
  • You have experience in the aerospace and defense industry or in a government contract environment.
  • You have knowledge of ITAR/EAR regulations, cybersecurity compliance (CMMC), and supply chain security principles.
  • You understand cost estimation, supplier negotiations, and BOE development in a defense context.
  • You have experience with proposal pricing tools (e.g., ProPricer) and reporting dashboards (e.g., Power BI).
  • You have experience in managing defense purchase orders and for the U.S. DoD.

Please note that this is a position based in Montreal requiring at least two (2) days of on-site presence per week, sometimes more, depending on operational needs and policy.

Travel up to 10% at the national and/or international level may be required to support trade shows, supplier meetings, and site visits.

Candidates must be able to work in English and French; proficiency in other languages is an asset.
