Job Title
Person who analyzes needs, develops and provides professional techniques related to administrative methods and systems in order to improve the functioning of services.
Responsibilities
The Administrative Processes Specialist - Consolidated Purchases and Shortage Management acts as an expert resource in the strategic management of consolidated purchases, including those carried out through the Government Acquisition Centre (GAC), and in aligning stakeholders in shortage management.
They ensure the consistency and compliance of procurement practices and support the network's establishments for any questions related to consolidated purchases. In this capacity, the person responds to information requests, conducts in-depth analyses, formulates recommendations, and contributes to the optimization of administrative processes and results.
The post holder also plays a central role in the management of shortage risks, ensuring vigilance, analysis of procurement issues, and tracking critical situations, in collaboration with partners such as Health Canada, the Provincial Shortage Management Committee (PSMC), the GAC, suppliers, and establishments.
The responsibilities and activities associated with the position include:
- Acting as the main resource person in the strategic management of consolidated purchases, including those related to the Government Acquisition Centre (GAC);
- Analyzing opportunities for cost optimization, mutualization, and consolidation, as well as cost-saving opportunities related to consolidated purchases;
- Analyzing the complex issues associated with consolidated purchase files (contractual, operational, financial) and formulating recommendations for required adjustments;
- Analyzing and interpreting performance indicators related to consolidated purchases and shortage management (efficiency, compliance, quality, added value);
- Preparing strategic analyses, decision notes, recommendations, and files for the management;
- Responding to information, guidance, and support requests from the network's establishments and partners;
- Monitoring deliverables, schedules, and expected results of purchase consolidation initiatives;
- Acting as the responding resource in shortage management, in collaboration with Health Canada, the PSMC, the GAC, suppliers, and establishments;
- Contributing to the coordination and harmonization of interventions related to shortages and consolidated purchases across the network;
- Participating in the continuous improvement of processes, tools, and practices in strategic procurement, in collaboration with the DGNAC.
- Responsibilities may evolve according to the development and organizational evolution of Santé Québec.
- Working Conditions
Hourly Rate: 28.75$ to 53.12$ depending on experience.
Employment Status: Full-time (35 hours)
Base Location: Montreal or Quebec
Work Location: Possibility of a hybrid mode.
Start Date: As soon as possible.

- Admission Requirements
- The candidate must hold:
- A bachelor's degree in administrative sciences, human sciences, social sciences, or another appropriate university discipline.
For consideration, any education completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.
It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
Selection Criteria
In evaluating applications, the selection committee will consider, among other things, the following criteria:
- Minimum of 3 years of relevant experience as a manager in the public sector and in:
- o A complex environment (ideally hospital, municipal, or parapublic);
- o The analysis of public contracts and requests for proposals;
- o Optimization and operational performance;
- Holding a master's degree in a relevant discipline will be considered an asset;
- Another combination of relevant education and experience may be considered;
- Proficiency in Excel and analytical tools;
- Knowledge of the contractual and normative frameworks governing public organizations (LCOP, public requests for proposals, etc.);
- Strong analytical and data synthesis skills, including financial;
- Knowledge of procurement and contract management software will be considered an asset.
