Métaux Torngat is seeking a Principal Health, Safety, Security and Emergency Response (HSSE) Manager based in Montreal. Under the responsibility of the Chief Operating Officer, the selected individual will provide functional leadership and strategic oversight of HSSE activities across all projects, construction sites, operational sites, and corporate functions of Métaux Torngat.

This role is responsible for developing, implementing, maintaining, and continuously improving Métaux Torngat's HSSE management systems across the company's activities, including exploration, bulk sampling, construction, commissioning, operational readiness, transport corridors, airport operations, camping facilities, and future processing and refining facilities.

The Principal HSSE Manager will provide strategic leadership and technical expertise to ensure that all activities of Métaux Torngat are carried out safely, responsibly, and in compliance with applicable laws, permits, regulatory requirements, company standards, and industry best practices. The individual will support activities in Quebec, Labrador, and Nunavik while fostering a strong health and safety culture among employees, contractors, Indigenous partners, and stakeholders.

The role will evolve as the project progresses and transitions to the operational phase.

What You Will Do

  • The Principal HSSE Manager will be responsible for:
  • *HSSE Leadership and Governance*
  • Develop, implement, maintain, and continuously improve Métaux Torngat's HSSE management system, HSSE execution plans, standards, procedures, and performance tracking processes.
  • Provide expert advice and strategic support to the executive team, project director, construction director, operational teams, and project management team on all aspects related to health, safety, security, emergency response, and environmental management.
  • Promote a proactive health and safety culture and visible leadership across all project and operational activities.
  • Establish annual HSSE objectives, key performance indicators (KPIs), and continuous improvement initiatives aligned with corporate objectives.
  • *Project Development and Construction Support*
  • Advise project management and construction teams on HSSE resource needs, planning, contractor management, mobilization strategies, and execution plans.
  • Ensure that HSSE requirements are fully integrated into engineering, procurement, construction, commissioning, and operational readiness activities.
  • Support the development and implementation of safety programs for remote northern operations, including camps, airstrips, roads, maritime logistics, and processing facilities.
  • Participate in project reviews, risk analyses, constructability reviews, simultaneous operations planning (SIMOPS), and operational readiness assessments.
  • *Compliance and Assurance*
  • Develop and implement assurance programs to verify compliance with Métaux Torngat's HSSE standards, project requirements, permits, and regulatory obligations.
  • Monitor compliance through audits, inspections, field observations, and performance evaluations.
  • Ensure that all regulatory reporting obligations are accurately completed and submitted to the relevant authorities.
  • Maintain up-to-date knowledge of existing and emerging laws, regulations, industry codes of practice, and standards applicable to project activities.
  • *Stakeholder Relations and Community Engagement*
  • Establish and maintain effective working relationships with Indigenous communities, regulatory bodies, government agencies, contractors, engineering firms, and project partners regarding HSSE issues.
  • Ensure that appropriate HSSE communication and interaction protocols are established between Métaux Torngat, contractors, consultants, and stakeholders.
  • Support community engagement initiatives related to emergency preparedness, environmental protection, and safety awareness.
  • *Incident Management and Continuous Improvement*
  • Monitor HSSE performance trends and develop corrective and preventive measures to eliminate recurring incidents and hazards.
  • Lead or participate in investigations into incidents, accidents, and near-misses and ensure the effective implementation of corrective measures.
  • Review audit conclusions, inspection reports, and performance data to identify opportunities for improvement.
  • Present HSSE performance and key issues to senior management and the board of directors as required.
  • *Emergency Response and Security*
  • Develop and maintain emergency response plans for all project sites, including mining sites, camps, airstrips, transport corridors, and processing facilities.
  • Ensure that emergency response teams are adequately trained and equipped.
  • Coordinate emergency response exercises, simulations, and training.
  • Oversee site security programs, access control systems, movement management, and emergency communication protocols.
  • *Training and Competency Development*
  • Ensure the development and maintenance of on-site employee orientation programs and mandatory HSSE training requirements.
  • Promote leadership development and health and safety leadership programs for managers, supervisors, employees, and contractors.
  • Ensure the establishment and maintenance of competency validation processes for critical safety positions.
  • *Budget and Resource Management*

The Principal HSSE Manager will develop, manage, and track the annual HSSE budget to ensure that the necessary resources are available to support Métaux Torngat's activities, including:

  • Qualified HSSE resources for all project and operational sites.
  • Administrative resources.
  • Emergency response planning, training, equipment, exercises, and simulations.
  • Safety recognition and performance improvement programs.
  • Leadership development and health and safety training programs.
  • On-site orientation and refresher training programs.
  • Personal protective equipment (PPE).
  • Safety equipment and supplies, including barriers, signage, spill response equipment, and emergency equipment.
  • Vehicle tracking, fleet management, aviation safety, and movement safety systems.
  • Internal and external audits, evaluations, and independent reviews.
  • Industrial hygiene and occupational health surveillance programs.
  • Security and emergency communication systems.

What We Are Looking For

  • University degree in occupational health and safety, engineering, environmental sciences, industrial hygiene, or a related discipline.
  • Professional designation in health and safety or a related field is an asset.
  • Minimum of 15 years of progressive experience in HSSE leadership in the mining, heavy industrial, construction, or resource development sectors.
  • Experience in remote northern operations and environments involving Indigenous community relations.
  • Excellent knowledge of regulations.
