Job Title 2282 - Health Information Technician (Team Lead)
Health Information Technician responsible for training, coordinating, and supervising one or more health information technicians and other personnel working in various job categories.
Responsibilities
Under the authority of the Director General of Access Coordination within the VP Operations and Health and Social Services Practices, the incumbent acts as a functional team lead for activities related to the quality, integrity, and exploitation of MED-ECHO data. They ensure the coordination of operational activities associated with data management, coding standards, and the use of the MED-ECHO system.
As a content expert, they support Santé Québec users and network partners in interpreting standards, using data, and applying coding rules. They contribute to maintaining and improving data processes, documentation, and quality control mechanisms.
The incumbent serves as a technical reference for team members and participates in coordinating work priorities under their responsibility.
More specifically, the main areas of action are as follows:
- Pilot the functional aspects of the MED-ECHO data bank and system, ensuring the evolution of functional orientations, business rules, processes, and applicable standards;
- Act as a resource person, expert advisor, and functional team lead for MED-ECHO activities with Santé Québec users, establishments, and network partners;
- Coordinate work aimed at the quality, integrity, consistency, and reliability of MED-ECHO data, including validations, controls, analyses, and quality assurance mechanisms;
- Support establishments and partners in interpreting and applying standards, directives, normative frameworks, and business rules, as well as in implementing changes affecting data collection, transmission, or exploitation processes;
- Conduct research, analysis, interpretation, and valorization of data to produce reports, indicators, dashboards, and other management information in response to organizational needs;
- Participate in data transformation work, analysis of the impacts of changes to information systems, and identification of solutions to improve processes and practices;
- Manage the MED-ECHO documentation bank and coordinate the update, dissemination, and application of the MED-ECHO Normative Framework, as well as associated tools, guides, procedures, and reference documents;
- Ensure the transfer of knowledge, training, and support for users, establishments, and team members regarding data, standards, and practices associated with MED-ECHO;
- Participate in preparing responses to strategic, ministerial, media, or organizational information requests regarding MED-ECHO;
- Ensure compliance with requirements related to the protection of personal information, data access management, and the application of current policies and directives.

- Working Conditions
Hourly rate: 28.93$ to 43.01$ based on experience.
Employment status: Full-time (35 hours)
Base of operations: Montreal or Quebec
Work location: Possibility of a hybrid mode.
Start date: As soon as possible.
Union accreditation: Non-unionized (SNS)
Admission Conditions
The candidate must hold:
- A college diploma (DEC) in medical archives or a medical archivist diploma from a recognized school or a diploma recognized by the Association of Health Information Managers of Quebec or the College of Medical Archivists of Canada (Association of Medical Archivists of Canada).
For consideration, any schooling completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.
It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
Profile
- Selection Criteria
In evaluating applications, the selection committee will consider, among other things, the following criteria:
- Possess a minimum of ten (10) years of relevant experience in a hospital setting, including several years in data analysis-coding or MED-ECHO data exploitation;
- In-depth knowledge of the MED-ECHO normative framework;
- Knowledge of data analysis, exploitation, and processing tools;
- Excellent mastery of the CIM-10-CA, CCI, and APR-DRG classifications;
- Experience or knowledge of functional piloting of clinical or administrative information systems;
- Knowledge of coding processes and hospital data quality;
- Knowledge of the health and social services network's data banks;
- Knowledge of data banks administered or entrusted to the RAMQ;
- Knowledge of personal information protection principles;
- Knowledge of the organization of the health and social services network;
- Knowledge of data analysis and exploitation tools;
- Experience in team coordination and meeting facilitation;
- Possess excellent knowledge of the mission, as well as the organization plan, policies, and programs-services of the MSSS;
- Master approaches and techniques specific to the advisory role in a context of change and organizational development;
- Master the functionalities of the office suite;
- Master the French language both orally and in writing. Knowledge of the English language will be considered an asset.
