Responsibilities
Under the authority of the Director General Talent, the incumbent acts as a strategic partner to the vice-presidencies, general directions, and managers of Santé Québec's headquarters. They contribute to positioning a proximity, credible, and structuring HR function, supporting the organizational priorities of a complex, evolving, and developing environment.
The incumbent must thus combine strategic vision, execution rigor, and the ability to build lasting foundations, while embodying the exemplary role expected of the headquarters in terms of management and human resources practices.
Through their leadership and advisory role, they accompany the directions in understanding their HR, organizational, and human issues, taking into account the varying maturity of management practices and the need to raise the expected standards. They quickly establish their credibility, create a climate of trust, and support a coherent, measurable, and aligned decision-making process with Santé Québec's orientations.
More specifically, the main areas of action are as follows:
- Act as a strategic partner to the vice-presidencies, general directions, and managers of Santé Québec's headquarters, advising them on the analysis, prioritization, and resolution of complex, sensitive, or high-visibility HR issues, including the identification of risks and required mitigation measures;
- Structure, deploy, and evolve an integrated, coherent, agile, and measurable HR service offering, in line with the evolving needs of the headquarters and Santé Québec's organizational orientations;
- Manage, mobilize, and develop the HR business partner team, as well as the Administrative Service Chief and the teams under their governance, by establishing coordination, follow-up, expertise sharing, and continuous improvement mechanisms;
- Accompany managers in the development of their management posture, particularly when their experience is variable, to raise the level of management practices and ensure consistency with the exemplary role expected of the headquarters;
- Advise the directions on the reflection regarding organizational structures, modes of operation, workforce planning, and transformation issues, ensuring the consistency of the solutions with the reality of the establishments;
- Develop and implement performance indicators, follow-up mechanisms, and dashboards to illuminate decision-making, document the effects of HR interventions, and support accountability;
- Support the implementation of exemplary practices in terms of employee experience, engagement, mobilization, work climate, civility, prevention, human management of change, and the application of relevant organizational policies;
- Exercise leadership in the internal recruitment of the headquarters, contributing to the development of innovative, effective, and organization-aligned strategies;
- Play an influence and vigilance role to propose innovative HR practices, at the cutting edge and adapted to the best practices of the field, contributing to establishing a high organizational standard in terms of human resources management.

Working Conditions
In accordance with the Regulation on certain working conditions applicable to senior staff of health and social services agencies and establishments, the basic annual salary of Class 45 is $139,523 to $181,377. This salary is increased according to the parameters applicable to Santé Québec's senior staff, at the same dates.
The incumbent will be called upon to travel within the regions of Quebec. Occasionally, they may also be required to travel outside Quebec.
Admission Conditions
- The candidate must hold:
- A master's degree in a relevant field, such as human resources management, industrial relations, administration, organizational development, or any other field deemed relevant;
- At least eight years of professional experience in human resources management, organizational development, or a strategic advisory role to high-level managers, ideally in a complex, matrix, or transforming organization. This experience must include significant experience of at least five years in management or a senior executive position;
- In-depth knowledge of the management of a health and social services establishment.
Another combination of relevant education and experience may be considered.
For consideration, any education completed outside Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.
It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
Selection Criteria

- Strategic vision and the ability to translate HR issues into concrete organizational levers;
- Strong professional credibility and the ability to influence vice-presidencies, general directions, and high-level managers;
- Political sense, organizational sensitivity, and the ability to handle sensitive or high-visibility files;
- Agility in ambiguity and the ability to structure practices in a developing environment;
- Rigor, discernment, and decision-making courage in the analysis and prioritization of interventions;
- Mobilizing leadership and the ability to develop a team;
- Strong orientation towards measurement, performance, continuous improvement, and accountability;
- Ability to accompany managers with varying management experience;
- Sense of innovation, employee experience, and human management of change;
- Ability to establish strong partnerships, in a strategic advisory and proximity service posture.
