Health Québec Montérégie-Centre is looking for candidates to fill a position as Head of First Line Service at Champlain RLS under the Regional Direction of Access to Medical Services, Integrated Primary Care and Proximity Care (DRASMSPIP). Our facility employs over 12,800 people, 900 doctors with a budget of over $1.7 billion.

The incumbent will work in a context of major change and great complexity due to the merger and integration of several establishments with multiple locations, missions, and professions. Added to this transformation is the duty of balancing with a vast and complex legal framework, as well as performance and transparency obligations. This situation requires candidates who have demonstrated a very high sense of responsibility and accountability, management courage, high-level skills in change management and continuous quality improvement, performance, efficiency, and effectiveness, as well as strong budgetary rigor.
Patient (client) experience and population or client responsibility will also be at the heart of all processes to improve access, continuity, and fluidity of services. Thus, the incumbent will actively contribute to the establishment's mission by supporting clinical activities and influencing the organization's service offer and actions. As a manager within the DRASMSPIP, you will be called upon to play a major role in supporting the transformation through a strategic and operational service offer that is accessible, proactive, and integrated.
Summary of Roles and Responsibilities
Under the authority of the Coordinator of Integrated and Proximity Primary Care at Champlain RLS, the incumbent collaborates in the development and delivery of all services and activities belonging to the first-line programs under their responsibility (Reception and General Services at Samuel-de-Champlain CLSC and St-Hubert CLSC, Voluntary Termination of Pregnancy Service, General Nutrition Service, Chronic Disease Care and Intervention Center (CAIMC), and Asthma and Chronic Obstructive Pulmonary Disease Teaching Center (CEAM) for the RLS... in accordance with the mission, philosophy, and orientations of Health Québec Montérégie-Centre. They supervise and ensure close management of a team of 35 ETC. They work closely with other departments to ensure the smooth flow of care trajectories. They monitor the evolution of clinical practices and the quality of care and services, the accreditation process, interdisciplinarity, and the patient experience of the sectors under their responsibility. They participate in the development and mobilization of human resources to meet the challenges of a large organization.
They plan, coordinate, control, and evaluate activities related to these sectors of activity to update the establishment's mission, organizational orientations, and strategies, as well as those of the department. They ensure the management and optimization of human, financial, material, technical, and information resources allocated to them and are accountable for the inherent management of their coordination. They identify and analyze the needs of their group regarding the partnerships and alliances to be established internally and externally and measure their impacts. They adhere to and collaborate in an effective medical-administrative management focused on a culture of measurement, performance, and innovation. In this sense, they define the appropriate indicators for the performance targets identified by their department, recommend them to their immediate superior, and implement the control mechanisms required for their application.
Additionally, they ensure exemplary accessibility to quality care and services for the population and will work on the development of best practices. They will play a key role in the continuous improvement of the quality of services under their responsibility. They will also be called upon to develop innovative new projects within the framework of the transformation of practices towards the ambulatory and to collaborate closely with community organizations.
A highly credible experience manager, the person sought is endowed with a great team spirit. Loyal and courageous, they possess strong skills in change management as well as the ability to creatively resolve complex situations. An effective communicator, they act with rigor as well as a high ethical sense and will ensure the establishment of a positive and collaborative work environment.
Required Qualifications
- Bachelor's degree in nursing sciences;
- Master's degree or second-cycle university diploma in a relevant discipline (an asset);
- Member in good standing of the Order of Nurses and Nurses of Québec (OIIQ);
- Significant experience in first-line services;
- Relevant management experience.
