Reporting to the Director of Procurement and Logistics, the Deputy Director - Logistics directs, plans, organizes, monitors, and evaluates administrative, organizational, and operational activities, resources, and results related to the logistics domains (distribution, specialized logistics services, and transportation) in accordance with standards, ministerial directives, the ethics code, and accreditation criteria, as well as expected results.
This position offers a unique opportunity to exercise strategic influence over the entire logistics chain and directly contribute to the efficiency of services provided to users.
The main responsibilities of the Deputy Director - Logistics include:
Leadership and Strategy: The deputy director plays a leadership role by ensuring the effective and efficient management of services under their direction and implementing a strategy for analysis and measurement for all projects undertaken, including the development and tracking of key performance indicators. They provide advice, support, and functional expertise to all managers to provide strong expertise in logistics and the management of last-mile activities.
Management of Complex Projects: The deputy director operates in a context of major change and great complexity, particularly for large-scale projects where the procurement and logistics department plays a crucial role. They must navigate a vast and complex legal framework while respecting the organization's performance and transparency obligations.
Performance Improvement: The deputy director plays a major role in managing and improving the performance of the department and supports all logistics innovations that can improve the organization's performance. The deputy director demonstrates vision and boldness to contribute to achieving the department's and the organization's goals in terms of solutions to workforce shortages and financial performance. Patient experience will be at the heart of all processes to improve access, continuity, and fluidity of services.
Distribution Aspect:
They ensure that distribution to all organization sites and partners is optimal in terms of meeting customer requests on time and just in time. They ensure the management of last-mile activities (e.g., Kanban system, RFID Tablet, direct purchase and inventory management within units and services) to free up clinical staff time to provide care to patients.
Specialized Logistics Services Aspect:
They ensure the provision and implementation of specialized logistics services in proximity with specific partners.
Transport Aspect:
They ensure that everything is in place to optimize routes, improve the patient experience, and reduce the costs of these activities.
Finally, the deputy director plays an essential role in providing superior customer service to various departments. They work closely with internal and external partners. If needed, they can replace or represent the director and assume any other mandate entrusted to them.
More specifically, the incumbent must:
Decision-making and Strategic Role
- Ensure the implementation of the establishment's contract management policy, including determining contract award parameters, respecting allocated service budgets and project budget envelopes, and making all other decisions related to process, resource, and priority choices;
- Develop means to achieve objectives, implement evaluation and control mechanisms, and present the action plan;
- Ensure the organizational development of the department in accordance with the department's and organization's strategic vision, taking into account the establishment's values;
- Ensure the respect of the deadlines for major logistics-related projects;
- Collaborate with the director and department managers to continuously improve the processes associated with the department's activities;
- Position logistics as a value creator within the organization.
Advisory Role
- Serve as an advisor to all establishment managers on issues related to activities under their governance;
- Advise and support the immediate supervisor and the entire organization's cadre on the application of policies, programs, standards, rules, or procedures of their activity sector;
- Promote a culture of measurement and performance in a continuous improvement perspective and introduce mechanisms that foster the emergence of this culture within the department;
- Promote logistics innovations within the organization.
Operational Responsibilities
- Monitor financial reports while ensuring compliance with applicable laws, as well as the establishment's policies and regulations;
- Ensure the establishment's supply of quality and sufficient quantities of supplies, materials, and services in collaboration with the relevant parties;
- Direct the implementation of new technologies related to the services of the activity sectors under their responsibility;
- Ensure the full deployment of the potential of the department's proximity service offer;
- Propose the development, implementation, and updating of policies and procedures related to logistics processes under their responsibility;
- Supervise, in collaboration with internal partners, the deployment of the proximity service offer (OPAL) across the organization's facilities;
- Ensure the development of strategic and operational dashboards and performance indicators within the department.
- Human Resources Management and Development Responsibilities
Human Resources and Financial Management
- Ensure the management, mobilization, and development of the team by fostering a healthy and collaborative work environment;
- Participate in recruitment, integration, evaluation, and recognition of staff;
- Proactively address performance issues, succession planning, and talent retention;
- Contribute to the development, tracking, and analysis of the department's budget, ensuring optimal use of resources;
- Implement and support practices that promote risk prevention and maintain a safe and compliant work environment in accordance with applicable standards.
