Salary Scale: Between $100,500 - $150,500 CAD per year L3Harris is seeking a Health, Safety and Environment (HSE) Manager for its L3 MAS division, the leading aircraft support integrator in Canada. The successful candidate will join the MAS HSE team and be based in Mirabel, Quebec, where they will support several operations across the country and join a global network of HSE professionals.

The HSE Manager contributes to the development, implementation, and continuous improvement of HSE programs to ensure compliance with all federal, provincial, local, and client requirements in matters of environment and health and safety. Additionally, they support the performance of the Mirabel site's EHS in achieving the goals of injury reduction and environmental sustainability, as well as the continuous improvement and validation of the EHS management system.

The HSE Manager must serve as a change agent and demonstrate their ability to guide operations leaders in the implementation of EHS programs, the creation of a zero-injury culture, and the reduction of environmental impact.

Your Daily Responsibilities

  • Actively participate with the organization's leadership to drive all aspects of EHS performance, including injury reduction and prevention, environmental sustainability initiatives, and compliance with regulatory and corporate EHS requirements.
  • Conduct workplace inspections, safety audits, risk assessments, etc., advise leadership on conditions requiring corrective actions, and ensure follow-up until effective closure.
  • Drive the continuous improvement of EHS programs, processes, systems, and products.
  • Provide and support EHS training and communication sessions for leadership and employees, as needed, to meet regulatory requirements and promote a safe work environment.
  • Lead EHS committees and mobilize all employees to foster ownership and collective responsibility in EHS.
  • Utilize problem-solving and risk assessment skills during investigations into the root causes of injuries, incidents, or near-misses, and ensure appropriate actions are implemented to correct and prevent the recurrence of dangerous conditions and/or behaviors.
  • Support the identification and implementation of pollution prevention and sustainability projects.
  • Utilize corporate EHS tools and platforms (e.g., Gensuite) to meet reporting requirements and strengthen employee engagement and commitment.
  • Maintain records and ensure all applicable internal and external reporting obligations are completed accurately and on time.
  • Ensure the maintenance of required site permits and licenses.
  • Establish and maintain necessary relationships with local, provincial, and federal regulatory authorities.
  • Demonstrate flexibility to support activities outside regular hours or on weekends, respond to emergencies, and be available for travel up to 25% of the time, as needed.
  • Perform all other related tasks or special projects as directed.

Essential Skills and Knowledge

  • Bachelor's degree in a relevant field with a minimum of 9 years of relevant professional experience, or a master's degree with a minimum of 7 years of relevant experience. In the absence of a degree, a minimum of 13 years of relevant experience is required.
  • Demonstrated ability to act as an effective change agent to bring about significant improvements to policies, practices, or approaches.
  • Excellent technical knowledge of regulations and practices in environment, health, and safety at work.
  • Practical experience in the development, training, and implementation of EHS programs and training.
  • Ability to conduct technical research as needed.
  • Skill in effectively managing time and multisite or multiprogram projects.
  • Demonstrated ability to work under general and consultative management, while managing programs autonomously.
  • Experience in budget management, including collaboration with suppliers and consultants for EHS compliance.
  • Excellent written, verbal, and presentation communication skills.
  • Proficiency in computer applications, including Microsoft Office (Excel, Word, PowerPoint).

Additional Desired Skills

  • Professional accreditations related to HSE (Health, Safety & Environment);
  • Experience with ISO 14001:2015 and 45001:2018 standards;
  • Strong skills in root cause analysis;
  • Experience with the use and optimization of common HSE tools and systems, such as Gensuite;
  • Excellent teamwork, interpersonal, problem-solving, and analytical skills;
  • Demonstrates sound judgment and professionalism in all circumstances;
  • Self-motivated, with demonstrated ability to manage multiple tasks and effectively prioritize.

Admissibility Criteria (Mandatory)

  • Be admissible to the Controlled Goods Program;
  • Be admissible to obtain and maintain the Canadian government's Reliability and Security ratings of Secret Level II / Secret NATO;
  • Must be able to meet the requirements of the U.S. International Traffic in Arms Regulations (ITAR).
