Imagine yourself within the Major Projects Department (MPD) of the Water Service, where the most ambitious multidisciplinary and infrastructure projects of the City are conceived and realized. Under the responsibility of the Director of the Major Projects Department, you will play a key role in the realization of strategic projects, from design to commissioning. You will ensure mobilizing leadership among multidisciplinary teams and ensure the delivery of complex projects while respecting quality, schedule, cost, and operational performance objectives.

Your Mandate

As Head of Division, you will be called upon to

  • Lead major infrastructure projects:
  • Direct all phases of project implementation, from design to commissioning.
  • Ensure that the developed solutions meet operational needs and long-term maintenance requirements.
  • Ensure compliance with commitments related to costs, schedules, quality, and regulatory obligations.

Develop winning strategies

  • Develop procurement and tendering strategies to optimize investments and project execution.
  • Develop and evolve engineering criteria to support the success of the division's mandates.
  • Advise stakeholders on the best approaches to implementation.

Manage risks and ensure service continuity

  • Identify, analyze, and manage risks throughout the project lifecycle.
  • Implement effective mitigation measures and perform quantitative risk residual analyses.
  • Integrate work into operational facilities while minimizing impacts on services to the population.

Promote operational excellence

  • Ensure harmonious integration of projects with the activities of plants and operational and maintenance teams.
  • Actively support operational teams during construction and commissioning of infrastructure.
  • Optimize the use of internal and external resources allocated to projects.

Exercise strategic leadership

  • Develop and manage the division's operating budget.
  • Contribute to long-term investment planning by participating in the development of the decadal investment program.
  • Monitor project performance through relevant performance indicators and dashboards.
  • Represent the City to public and private entities as an expert in major project management and influence directions in this field.

PROFILE REQUIRED

  • Hold a university degree (Bachelor's degree) in a relevant field
  • Have at least 8 years of experience in major project management, particularly in design and construction, including 5 years in team management
  • An engineering degree would be an asset
  • Holding a PMP would be an asset
  • Strong knowledge of collaborative project management would be an asset
