Job Overview
The Kiewit Contracts and Supply Chain Specialist oversees purchases and the management of subcontractors and suppliers on construction projects across North America. You ensure the management of purchases of technical equipment, subcontracting, professional services, goods, permanent materials for facilities, tools, and supplies. You collaborate with engineering, estimating, design, and on-site teams to create project-specific contract models while negotiating with equipment, material, subcontractor, and service provider suppliers. You consult with the company's lawyers and senior management if necessary.

Responsibilities
- Supervise and plan all aspects of purchases, from the pre-bid phase to project closeout.
- Represent the company in contract negotiations and policy development with suppliers, subcontractors, and service providers.
- Negotiate commercial terms with equipment, material, professional service, and subcontractor suppliers; consult with the company's lawyers and management to minimize risks while maintaining commercial competitiveness.
- Track and supervise the execution of purchases.
- Lead and coordinate the activities of procurement and/or material, equipment, subcontracting, and professional service estimating personnel.
- Identify and participate in the evaluation and qualification of suppliers, subcontractors, and service providers.
- Process purchase requests and prepare purchase orders.
- Contribute to the development and implementation of procurement and contract management policies and procedures.
- Maintain up-to-date records of purchased and received goods.
- Provide feedback to analyze markets and delivery systems to assess current and future material availability.
- Resolve supplier or subcontractor disputes and claims.
- Review purchase orders and contracts to ensure compliance with company policies.
- Communicate and enforce procurement policies to project teams; provide necessary training.
- Responsible for forecasting, financial planning, shipping, delivery schedules, and purchase reporting.
- Provide detailed risk assessments and mitigation strategies regarding costs, timelines, quality, and global procurement.
- Supervise the development and revision of procurement-related analyses, reports, and deliverables.
- Implement and supervise project mobilization activities, including office setup, general site layout, etc.
- Collaborate with the materials management department to ensure proper receipt and control of materials.
Qualifications
- Bachelor's degree in business, supply chain management, construction management, engineering, or equivalent.
- Minimum of three years of experience in engineering, construction, or a related field.
- Proven experience in supplier and subcontractor management: evaluation, selection, performance management, and contract closeout.
- Proficiency in Microsoft Office (Excel, Outlook, Word) and general database knowledge; SAP experience is an asset.
- Knowledge of common equipment and materials in EPC (Engineering, Procurement, and Construction) projects.
- Attention to detail, flexibility, strong motivation, solid work ethic, and professional behavior.
- Effective time management and organizational skills.
- Ability to manage multiple tasks efficiently and accurately.
- Excellent interpersonal, written, and verbal communication skills, both for management and client relations.
- Team spirit with the ability to work autonomously to achieve goals and meet deadlines.
