- NOTICE TO CANDIDATES
In accordance with current ministerial standards, this posting is reserved exclusively for personnel of health and social services establishments (HSSS) integrated into Santé Québec. Depending on employment restrictions in place, we will only communicate with candidates who meet these criteria.
Under the authority of the Integrated Workplace Presence Management Team Leader, the person holding this position applies the policies and procedures related to medical-administrative management and workplace return support. They analyze and evaluate workers' claims under various disability regimes (Salary Insurance, CNESST, SAAQ, IVAC, RRQ). They support and advise the CISSS BSL Management Team on workplace presence management. They participate in all service activities to ensure optimal management of return and maintenance of people at work. They also contribute to the development of strategies to achieve organizational objectives and targets set for workplace presence. They monitor the management indicators of integrated workplace presence.
They may need to represent the employer in disputes related to disability management, occupational injuries, and workplace presence management.
DETAILED DESCRIPTION OF RESPONSIBILITIES
- Manages medical-administrative files for salary insurance and CNESST occupational injury claims, ensuring compliance with laws, regulations, and collective agreements, and ensuring the accuracy of information in files under their responsibility;
- Ensures the current application of various disability insurance regimes based on information collected in compliance with different workplace presence management policies and processes;
- Processes disability files to determine actions to be taken in compliance with policies, laws, regulations, and standards in place, and submits disputed cases to the Integrated Workplace Presence Management Team Leader;
- Provides strategic follow-up on disability files to maximize the probability of return and durable maintenance at work;
- Provides necessary support to the employee and/or directs them to the appropriate person or resource;
- Analyzes the eligibility criteria for a salary insurance claim and monitors decisions;
- Works in collaboration with partners in the field (manager, treating physicians, specialists, health professionals), CNESST, SAAQ, RRQ, Long-Term Care Insurance, unions) to achieve results;
- Initiates the recommended actions by the designated physician's medical opinion and/or expert physician's opinion and ensures their implementation while considering the objective of a durable return to work;
- Analyzes medical reports and provides recommendations regarding periods of disability;
- Plans and organizes the best strategies for regular or adapted return to work (through temporary assignment or progressive return) in partnership with the team of professionals in workplace return support, the employee's service chief, and other concerned partners if applicable;
- Monitors returns to work with functional limitations, temporary disabilities, or others;
- Schedules appointments and selects employees for medical visits with the designated physician of the Integrated Workplace Presence Service;
- In collaboration with the front-line agent, processes expertise files to ensure that the necessary information and questions are addressed to the expert physician;
- Prepares dispute files, follows up with the prosecutor and various instances, and acts as the employer's representative;
- Supports interveners in the application of the workplace presence policy and follows up until the consolidation and/or termination of the employment relationship;
- Maintains up-to-date knowledge of the provisions of various collective agreements, laws, and regulations governing the Occupational Health and Safety Service, as well as the regulations of other instances (CNESST, RRQ, SAAQ, LATMP, IVAC, etc.);
- Works in close collaboration with their immediate supervisor and informs them of any serious or potentially serious situation regarding the health and safety of a worker or a group of workers;
- Recommends employees in difficulty to the assistance program and promotes it;
- Maintains up-to-date medical files for each employee and observes directives regarding confidentiality and disclosure of information contained in the file;
- Transmits the results of analyses and examinations to the designated physician of the Occupational Health and Safety Service, follows up on medical orders or recommendations;
- Actively participates in the determination of objectives, components, policies, and regulations related to the employee infection prevention program;
- Establishes and maintains effective communication with establishment managers and employees as needed;
- Participates in the development of computer programs related to Occupational Health and Safety Management, ensuring technical assistance and maintaining data up-to-date;
- Maintains and develops a customer service attitude by establishing positive and professional relationships with external and internal customers, providing service, support, information, and quality advice to ensure their satisfaction;
- Initiates the accommodation process with different interveners and follows up until the conclusion of the process;
- Initiates and/or participates in employee attendance improvement initiatives;
- Performs administrative closures of disability files according to indemnification regimes;
- Represents and defends the employer's position during discussions, meetings, grievances, disputes at the administrative tribunal, from employees and/or union partners;
- Develops, designs, and maintains up-to-date statistics related to integrated workplace presence. Produces the required reports and submits them to concerned interveners;
- Completes any related work required by their task or requested by their manager.

Requirements
- Bachelor's degree in industrial relations, human resources management, health sciences, or a related discipline.
- Have a minimum of experience in a position involving the medical-administrative management of disabilities (major asset).
- Possess excellent knowledge of laws and regulations related to occupational health and safety, as well as collective agreements in place within the network.
- Selected candidates will undergo a selection process to assess their skills and abilities to occupy the position.
