Your Mandate
Under the authority of the head of the Scientific Unit Health Analysis and Social and Territorial Inequalities, the person holding the position performs a specialized advisory role in the fields of geomatics, statistics, climate change, and health. They possess cutting-edge expertise in their field of activity and contribute to the development of scientific orientations associated with it. They undertake mandates of great complexity for which there are few or no precedents and may act as a research project leader or contribute to cross-cutting scientific processes. The person holding the position performs a high-level advisory role in the fields of geomatics, climate change, and health. In this capacity, they illuminate strategic reflection, support decision-making, and contribute to the advancement of knowledge and practices in their field of expertise. They develop and maintain collaborations with external partners and represent the organization within committees, working groups, or research networks at the local, national, and international levels. They may also be called upon to supervise interns and students. Finally, at the request of the unit head, they perform or contribute to any other related activities necessary to accomplish the organization's mission.

Your Main Responsibilities
- Ensure scientific leadership and coordination of the heat component of the action Map and Disseminate Risks within the framework of the Green Economy Plan and coordinate the Interministerial Committee formed for this action:
- This action aims to develop, improve, and disseminate maps of health risks and population vulnerabilities (or their determinants) related to heat, in current and future climates. To ensure the production of relevant maps meeting user needs, two literature reviews, a user needs assessment, and expert consultation have been conducted to date. All mapped themes will be addressed for both current and future climates, integrating climate scenarios consistent with the MELCCFP benchmarks, i.e., the 2050 and 2080 horizons. The produced maps will be freely accessible on the Public Health Geoportal of INSPQ, and the data will be disseminated on Données Québec and other government platforms.
- Exposure maps will be produced by an external partner. A feasibility study on the development of risk and vulnerability maps to heat internally at INSPQ is underway.
- Contribute to the elaboration of final recommendations for the production of exposure and risk and vulnerability maps to heat.
- Contribute to the elaboration and dissemination of heat exposure maps (e.g., urban heat islands), in current climate and integrating climate projections.
- Develop and disseminate maps of risks and vulnerabilities related to heat and its determinants, in current and future climates.
- Contribute to the evaluation of the heat component of the Map Risks action and the reporting due in connection with the Green Economy Plan.
- Plan and carry out mandates, objectives, schedules, and deliverables in collaboration with your supervisor.
- Exercise scientific and methodological leadership in your field of expertise and contribute to developing a common understanding of the mandates entrusted to INSPQ.
- Participate in the elaboration of funding strategies to enable the completion of the required work and submit grant applications.
- Analyze needs and develop innovative solutions favoring the evolution of GIS and geomatics practices.
- Maintain and develop your knowledge in your field of expertise, by conducting scientific monitoring.
- Write and produce the required scientific documents according to institutional quality standards.
- Publish or disseminate the results of projects through various and original productions, and, in this context, respond to media requests that may arise and popularize these results.
- Support members of your team, the Climate Change team, the MSSS, Public Health Divisions, and other INSPQ professionals in your field of expertise, including GIS.
- Participate in internal or external scientific committee meetings as an expert in the field of geomatics in health related to climate change, by planning, organizing, coordinating, and, if necessary, writing minutes, and, in this capacity, represent INSPQ.
- Develop and maintain a network of collaborators within the academic community, professional organizations, and representatives of the health network, and this, on a national and international scale, in order to feed the reflection and carry out the mandates entrusted to you.
- Supervise students and interns and collaborate on training related to your field of expertise.
- Perform all tasks related to the request of the immediate supervisor.
- Your Profile
KNOWLEDGE
- Hold a doctorate in geography, Earth and atmospheric sciences, environmental sciences, geomatics, geographic information systems, or a related field.
- Possess three (3) years of relevant experience in geomatics and statistical analysis, including at least one (1) year in similar functions.
- Possess knowledge of the research environment, government apparatus, and public health.
- Possess knowledge in the field of climate change adaptation in health or public health.
- Possess general knowledge or professional experience in the research and government apparatus environment, as well as the health and social services network.
- Possess experience in project management.
- Be familiar with the environment of organizations and networks active in regard to health adaptation to climate change, an asset.
- Possess experience in the animation of consultations or exchange groups.
- Master the concepts, methods, and tools related to climate sciences (physics, mathematics, statistics, atmospheric science, hydrology, etc.).
- Be familiar with recognized methodological concepts in your field of expertise and be able to carry out statistical analyses from health, environmental, climate, and socio-demographic data.
- Have a good aptitude to popularize complex quantitative results to support decision-making in the context of climate change adaptation.
- Be familiar with the norms and standards of thematic cartography.
- Master geomatics software (e.g., ArcGIS software, or equivalent).
- Master a statistical and data management software (e.g., R, or equivalent).
- Master Microsoft Office suite and the remote collaboration tool TEAMS.
- Be familiar with a reference bibliographic software (e.g., Zotero).
- Have excellent mastery of French, both oral and written.
- Have excellent mastery of English, both oral and written.
