Following sustained growth in FQM's activities over the past few years, the Information Technology, Development, and Cybersecurity Department is facing increased demand for its IT services from external members and internal users.
To meet this strong demand and ensure optimal support for technological innovation and sustainable growth of the organization, FQM is seeking an experienced manager to fill the role of IT Coordinator, Development and Modernization, who will leverage their expertise to ensure the stability, efficiency, and continuous improvement of software ecosystems, in collaboration with their dedicated development and continuous delivery platform teams.
This position is offered in a hybrid mode, with a presence in the office 2-3 days per week as needed. Your role will have a direct impact on the internal functioning of the organization and the quality of services offered to Quebec municipalities and MRCs.
YOUR DAILY ROUTINE AT FQM
Under the authority of the Director of Innovation and Digital Transformation, the IT Coordinator, Development and Modernization, has the primary mandate of coordinating the entire software development and delivery ecosystem of the organization. They must foster collaboration among stakeholders and coordinate the achievement of organizational objectives with a continuous improvement mindset. As a gathering manager, they will establish a clear work framework, maintain priorities, and ensure team performance while promoting autonomy, accountability, and engagement.
THE ROLE THAT AWAITS YOU
Strategic Planning and Performance Tracking
- Participate in the development of business plans, roadmaps, and strategic priorities.
- Monitor multiple products and initiatives simultaneously, ensuring adherence to schedules, budgets, and established objectives.
- Produce and present financial reports to the management, ensuring rigorous tracking of performance indicators and progress.
- Identify risks, challenges, and opportunities for improvement, then recommend appropriate actions.
- Coordinate follow-ups with stakeholders to ensure alignment of projects and products with organizational objectives.
Team Coordination
- Plan and coordinate tasks and activities effectively and optimally according to project and organizational objectives.
- Ensure good execution of work in a collaborative and performance-oriented spirit.
- Actively participate in the recruitment and professional development of team members.
- Technological Improvement Projects and Continuous Initiatives
- Prioritize initiatives in collaboration with the product manager and management representatives, based on operational and strategic impact, while ensuring alignment with the organization's overall strategy.
- Collaborate closely with development teams, architects, security managers, project managers, and business units.
- Allocate human and technological resources appropriately and effectively, according to needs and priorities.
- Propose innovative solutions aligned with the organization's absorption capacity and strategy.
Maintenance and Operations
- Implement and monitor performance and quality indicators (e.g., cycle time, deployment frequency, success rate).
- Ensure compliance with applicable information security and regulatory requirements (e.g., Act 25, ISO, SOC).

THE PROFILE WE ARE LOOKING FOR
- Hold a bachelor's degree in project management or information technology, or an equivalent diploma.
- Possess a minimum of 8 to 10 years of relevant experience in the technology field, including significant experience in team leadership, technical leadership, and complex project management.
- Hold a project management certification (an asset).
- Possess good knowledge of emerging technologies (an asset).
- Demonstrate mobilizing leadership and be recognized for your ability to rally teams around common goals.
- Possess excellent organizational, planning, and priority management skills.
- Show agility, flexibility, and adaptability to organizational changes.
- Possess excellent relational, communication, and influence skills.
- Be capable of establishing a clear management framework and tracking results with rigor.
