The Proposal Manager acts as a project manager during the Request for Proposal (RFP) phase of complex, major, civil, and infrastructure projects in alternative delivery modes located across Canada. He/she ensures the production of an optimized and competitive technical proposal (the deliverable), all while complying with client requirements. He/she coordinates internal resources for design, proposal writing, estimation, construction, legal affairs, and external resources such as professional firms, long-term asset maintenance manager, JV partners if applicable, etc., to produce the proposal. He/she handles all project management-related questions (contractual agreements, compliance, scope, quality, proposal timeline, risks, stakeholder communication). He/she communicates with identified Construction Project Director and Investment Director, if applicable, to execute and transmit necessary information for execution schedules and prepare documents for subcontractors and estimation team for project cost. He/she ensures required commitments and approvals from his/her supervisor and Executive Committee before proposal submission. He/she ensures communication with client representatives during proposal development. He/she prepares, in collaboration with legal services, requests for clarification or modification to contractual documents.

What You Will Do

• Develop the Submission Plan by defining the organizational structure of the proposal and ensure appropriate communication channels are in place between internal teams, partners (if any), and external firms involved;
• Lead or coordinate the efforts of the internal proposal team (Design Manager, Construction Director, Proposal Writing Specialist) as the proposal leader;
• Ensure all required human resources for proposal development are mobilized;
• Collaborate on submission strategy with the Project Director or Construction Vice President (technical proposal optimization strategies, procurement, subcontractor involvement, etc.);
• Participate in construction strategy development with the Construction Director or VP;
• Ensure a Project Plan for execution is prepared and all anticipated costs are included in the submitted price with the proposal;
• Ensure the Document Management System is implemented with appropriate procedures for document control;
• Coordinate with the Construction Director and estimation team to evaluate construction costs (CAPEX) and coordinate with the O&M partner to assist in establishing lifecycle costs (OPEX) within a PPP framework;
• Identify cost-impacting factors with professional firms and O&M team to optimize Net Present Value (NPV) for a competitive commercial proposal;
• Develop a project schedule that includes all stakeholders' contributions, in coordination with a project breakdown structure (WBS) including lots and activities to be performed (design, procurement, permits, construction, and commissioning, etc.);
• Supervise, in collaboration with legal advisors, the preparation of information requests and discussions surrounding various agreements required within the project (Design-Build Agreement, Interface Agreement, Service Agreement, etc.);
• Ensure a risk analysis is conducted and integrated into the project strategy.

Proposal Development

• Prepare a proposal timeline and ensure its tracking according to agreed milestones;
• Lead periodic meetings of the internal and external proposal team to ensure deliverable production tracking;
• Work with the direction, design manager, partners, and professional teams to develop key messages and winning themes to convey in the proposal texts;
• Collaborate on technical and commercial text production and participate in technical and commercial reviews (Red Team, Gold Team, etc.);
• Develop, approve, and track the proposal budget, and make adjustments if necessary.

Upon Contract Award

• Collaborate with the Construction Director and his/her team to ensure dossier transfer;
• Collaborate with relevant Services for commercial and financial closure.

This Position is for You If You Have

• A bachelor's degree in architecture or engineering;
• Minimum of 10 to 15 years of relevant experience;
• Involvement in design-build proposal processes;
• PMP certification, an asset;
• Bilingual French and English, both oral and written;
• Strong skills in management, communication, negotiation, and problem-solving;
• Ability to demonstrate initiative and leadership;
• Innovative and proactive business vision.
