We are looking for a Procurement Advisor to fill a permanent position at the Procurement Service. Whatever your experience in procurement, whether it's construction work or professional services (engineering, information technology, etc.), we want to meet you!

THE CHALLENGES

As a Procurement Advisor, you play a key role in the supervision, planning, and coordination of the acquisition processes of goods, services, professional services, or construction work. You coordinate and chair the selection committees in the files with evaluation criteria. You ensure that the acquisition of goods and services meets the requirements of the requesting client while respecting the regulatory framework of the City and achieving procurement strategic targets.

  • Provide procurement expertise and advice to requesters;
  • Perform analyses and recommend the most appropriate acquisition strategy;
  • Accompany requesters in the drafting of particular clauses and the definition of needs as well as in the integration of sustainable procurement principles into their acquisition procedures;
  • Prepare tender documents and follow up during their publication;
  • Ensure the conformity of procurement processes to applicable laws, regulations, policies, and agreements;
  • Conduct market watches and contribute to the optimization of acquisition strategies;
  • Coordinate and chair the selection committees in the files with evaluation criteria and follow up with bidders;
  • Accompany the requesting service in situations that are litigious or may become so during the execution of the contract;
  • Ensure rigorous follow-up of files under your responsibility and participate in the continuous improvement of procurement practices.

  • Hold a bachelor's degree or three university certificates in an appropriate discipline, such as business administration or law, and have two (2) years of relevant experience in the functions of the position;
  • Be familiar with the administrative and legal provisions governing procurement and procurement processes of goods and services;
  • Have the ability to exploit various computer equipment and software;
  • Demonstrate a great openness to change and continuous improvement of business processes;
  • Demonstrate the ability to analyze, synthesize, communicate effectively verbally and in writing, and act in an advisory function;
  • Have other essential personal skills, such as judgment, leadership, negotiation skills, autonomy, decision-making capacity, customer service orientation, a positive attitude, and the ability to work in a collaborative and partnership mode.
