- Purpose of the Position
Under the authority of the Emergency Measures and Civil Security Coordinator, the Chief of Service will be responsible for planning, organizing, and disseminating all emergency measures and fire prevention activities within the facilities under their responsibility to protect users, visitors, and all personnel of Health Québec West Island of Montréal – Universitaire. They ensure the completion of their tasks in a secure manner, taking into account ethical notions, quality, safety, and risk management principles supported by the organization and transmitted by their superior. They participate in maintaining the local emergency plan (LEP) of the CIUSSS and its update. The incumbent will contribute to defining the rules of prevention, preparation, intervention, and restoration in emergency measures and fire prevention. The incumbent will also be responsible for planning, managing, and following up on the training of personnel, simulation exercises, and inspections of our various facilities. They will participate in harmonizing the policies and procedures within the emergency measures and civil security team and ensure their dissemination to all concerned parties. The incumbent will exercise their leadership in a context of transformation and continuous improvement, in accordance with ministerial guidelines and expected results. They must also have a very good knowledge of the health and social services sector, its administration, and its legal framework.
GOVERNANCE IN FIRE SAFETY AND EMERGENCY MEASURES
- Contributes to the development and updating of guidelines, policies, procedures, and plans related to fire safety, emergency measures, and business continuity.
- Exercises a strategic advisory role to the management and recommends necessary measures to prevent, mitigate, or manage emergency situations.
- Coordinates the updating of business continuity plans (BCPs) and supports their deployment across the organization.
- Ensures the development and evolution of organizational tools related to emergency management.
REGULATORY COMPLIANCE AND RISK MANAGEMENT
- Ensures compliance with norms, laws, and regulations related to fire safety and building protection.
- Ensures the conformity, inspection, maintenance, and follow-up of fire protection equipment and the implementation of required corrective measures.
- Coordinates the fire safety risk management (FSRM) process and supports the concerned sectors in identifying and mitigating risks.
- Ensures the respect of processes related to high-risk work, special events, and situations that may compromise the safety of people or facilities.
PREVENTION, PREPARATION, AND DEVELOPMENT OF COMPETENCIES
- Plans, develops, and coordinates training, awareness, and simulation exercises for employees.
- Establishes the necessary mechanisms to ensure organizational preparation for emergency situations.
- Promotes the development of a prevention, safety, and proactive risk management culture.
- Ensures the dissemination of best practices and the maintenance of knowledge in emergency intervention.
ORGANIZATIONAL PERFORMANCE AND CONTINUOUS IMPROVEMENT
- Ensures the follow-up of recommendations arising from inspections, audits, accreditations, and risk analyses.
- Participates in the preparation of bids and contracts related to fire protection systems and safety equipment.
- Optimizes the use of human, financial, and material resources under their responsibility.
- Deploys mechanisms for monitoring and continuous improvement aimed at strengthening security, compliance, and organizational resilience.
ADMISSION REQUIREMENTS
- Bachelor's degree in security and police studies, public security, or criminology.
- Five years of experience in a field related to the position.
- Two years of experience in managing or coordinating a work team.
- Experience in major reorganization and change projects (merger of establishments, multi-mission) is an asset.
