To ensure its development happens with consistency and respect for its exceptional environment, we are looking for a municipal inspector who will share this pride and, with rigor and discernment, enforce the regulations in the fields of urban planning, construction, and environmental protection.

The person holding the position must have the ability to communicate with all levels of interveners, to simplify complex regulatory concepts, to demonstrate great listening skills, and to quickly find solutions to problems encountered. They must possess an enhanced sense of organization, a great spirit of initiative and resourcefulness, and be recognized for their rigor, attention to detail, work ethics, and concern for confidentiality. They must be able to balance the requirements related to buildings and urban planning with those of environmental protection and sustainable development, in order to support the municipality's objectives.
ROLES AND IMPLICATIONS
Service to citizens and reception
- Welcome and inform the public about the content of municipal regulations, offering adapted recommendations for their situation;
- Assist citizens in preparing a request to the Commission for the Protection of Agricultural Territory of Quebec (CPTAQ);
- Prepare and submit any recommendations deemed useful for improving tools, procedures, or the quality of services offered to the population.
- Permits, certificates, and compliance
- Analyze and issue requests for permits and authorization certificates, as well as issue occupancy certificates, in accordance with urban planning regulations and applicable provincial, federal, and regional rules;
- Conduct inspections of buildings under construction or existing, septic systems, and environmental installations, as well as on-site file closure visits and follow-ups related to complaints;
- Periodically conduct general tours of the municipal territory or problematic sectors, and carry out the necessary follow-ups to ensure the application of the current regulations;
- Issue correction notices for work that does not comply with permit requests or current regulations, and issue stop orders for work done without a permit or deemed unacceptable;
- Issue violation notices and represent the Municipality, when required, during judicial proceedings;
- Urban planning and regulation
- Prepare files and ensure the proper functioning of the Urban Planning Advisory Committee (CCU);
- Participate in the drafting and amendments of urban planning regulations;
- Participate in the review of the regulatory framework and suggest improvements;
- Contribute to the implementation of environmental and sustainable practices in municipal projects;
- Reports, registers, and archives
- Manage the permit and certificate register and ensure the production of statistical reports;
- Keep the register of septic installations and wells on the municipal territory up to date;
- Write reports on buildings that have been burned, damaged, or deemed uninhabitable, and submit them to evaluators;
- Collaborate with government agencies and write the required reports in files within their field of competence;
- Collaborate on the management, updating of the service's registers, and archives.
- Coordination and administration
- Ensure the coordination of service activities;
- Collaborate with different services related to their field of competence;
- Participate in the elaboration of the service budget;
- Participate in the planning of orientations and the follow-up of operational objectives of the service;
- Perform all other tasks related to urban planning and building inspection.
PROFILE REQUIRED
Hold a college diploma in territorial planning, urban planning, architecture, civil engineering, geomatics, or a College Diploma in Municipal Building Inspection, or any combination of studies and experience deemed equivalent or superior;
Mastery of written and spoken French;
Functional English at oral and written levels, intermediate level;
Knowledge of urban planning regulations, codes, policies, and laws in effect (construction, zoning, subdivision, LAU, LQE (Q-2, r.17.2, r.22, r.35.2), LPTAA, P-38.002, r.1, etc.);
Aptitude for analysis and problem-solving;
- Strong ability to work with the public and to work in a team;
Excellent organizational, planning, judgment, and autonomy skills.
RELEVANT EXPERIENCE
Minimum of one (1) year of experience in a similar position OTHER
Hold or be able to obtain the Health and Safety General Course Certificate for Construction Sites;
Hold a valid Quebec driver's license (class 5) and have a vehicle;
Knowledge of the National Building Code (an asset)
Knowledge of the Integrated Management Software (PGI) SYGEM and/or PERMIS by PG Solutions (an asset).
