Job Title

Person responsible for one or more programs or projects to provide professional assistance in the development of services, including advising, monitoring, or supporting various actors in one or more programs or projects.

They carry out the necessary research to identify and evaluate resources and needs. They design and propose development plans and programs to ensure adequate service planning. They provide advice on the implementation or improvement of programs and/or services. They may participate in teaching and training activities.

Responsibilities

Under the supervision of the coordinator, the APPR plays a strategic role in monitoring, analyzing financial projects, and evaluating programs. They ensure compliance with public sector management practices with industry standards. They actively contribute to Santé Québec's planning and research processes, supporting the various establishments and facilitating communication with oversight bodies.

In close collaboration with the network's establishments and the different vice-presidencies of Santé Québec's headquarters, the APPR is responsible for the financial projects of the Quebec Infrastructure Plan (PQI) and the Quebec Information Resources Infrastructure Plan (PQI-RI), their financial performance, and the optimization of their processes. They actively contribute to the projects implemented by the VPF.

In this position, the APPR will provide key support to planning operations and participate in the continuous improvement of financial management practices and the implementation of strategies to strengthen the efficiency and performance of the Santé Québec network.

More specifically, the main areas of action are as follows:

  • Support the coordinator in planning, analysis, research, and implementation related to their various mandates;
  • Serve as a liaison between the establishments and Santé Québec's headquarters to meet the requirements of oversight and monitoring bodies (Office of the Auditor General of Quebec (VGQ), Controller of Finances (CF), Ministry of Health and Social Services, Treasury Board Secretariat, and other internal and external partners);
  • Contribute to the development, implementation, and continuous improvement of practices, procedures, tools, and standards in financial operations;
  • Provide advisory support to internal and external partners in matters related to financial operations management;
  • In a project mode, monitor the performance and progress of work related to financial project management, audit procedures, financial operations, business unit closing cycles, and financial reporting, including communications with stakeholders;
  • Conduct a rigorous follow-up of the progress of work and ensure the quality, compliance, and reliability of deliverables, in accordance with accounting standards and the requirements of the VGQ, CF, and MSSS;
  • Develop and maintain analysis tools, performance indicators, and dashboards to support decision-making and financial risk management;
  • Promote a financial management approach focused on agility, transparency, and continuous improvement;
  • Serve as an expert advisor in financial management and contribute to the implementation of best practices.

Main Responsibilities

  • Actively contribute to the financial cycle planning, financial reporting, and financial reports;
  • Ensure the strict application of accounting standards and the requirements of the VGQ, CF, Treasury Board Secretariat, and MSSS, as well as the laws and regulations in force;
  • Analyze the financial performance of the establishments, the financial impacts of projects, and formulate recommendations for improvement and the implementation of corrective measures;
  • Participate in the design and implementation of consolidation and harmonization projects of financial practices, in support of the VPF's strategic orientations;
  • Ensure the link between the establishments and Santé Québec's headquarters to meet various organizational needs;
  • Monitor financial and organizational risks;
  • Perform any other tasks related to the responsibilities of the position.

Working Conditions

Hourly Rate : $31.06 to $55.04, depending on experience.

Employment Status : Full-time (35 hours)

Base of Operations : Montreal or Quebec

Work Location : Possibility of a hybrid mode.

Start Date : As soon as possible.

The Candidate Must Hold

  • A bachelor's degree in an appropriate university discipline, such as administrative sciences, human sciences, or social sciences.

For consideration, any education completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.

It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to occupy this position.
