We are looking for our future Project Coordinator (PCO) to join our teams.

Main Responsibilities

  • Under the authority of the director, the consultant acts as a planning and budgetary control advisor for activities. The person ensures the coordination, analysis, and follow-up of the budgetary cycle of the various general directions, including the management envelopes, shared assets, as well as the operationalization centers (CO) and expertise centers (CE). They play a cross-functional role in ensuring the coherence and integration of financial information between IT operations, network establishments, contributing to sound financial governance and decision-making.
  • Define and clarify the financial strategies to be developed at the right time as well as the sources of funding for projects; participate in funding agreements; guide colleagues on the financial modalities to follow such as capitalization and the distinction between operating, transfer, and evolution expenses.
  • Perform various financial analyses to validate the financial arrangements in the relevance reports, opportunity files, and business files.
  • Analyze the needs and compliance of financial statements and budgetary requests.
  • Perform financial validations for requests for revision regarding the costs, scope, or deadline of projects.
  • Budgetary planning and coordination:

+ Coordinate the annual budgetary exercise of the client.

+ Accompany the general directions in the planning of their budgetary needs and in the management of CO/CE and shared assets.

+ Support the establishments in the management of special envelopes granted.

+ Ensure the consolidation of budgetary data.

  • Budgetary follow-up and control:

+ Ensure monthly follow-up of expenses and commitments.

+ Analyze the deviations between forecasts and actual expenses.

+ Produce financial performance dashboards and indicators.

+ Contribute to the annual budgetary report.

  • Financial analysis and financial reporting:

+ Perform financial analyses to support decision-making.

+ Validate the compliance of budgetary requests and financial statements.

+ Participate in audit exercises and internal controls.

+ Develop budgetary analysis and tracking tools.

+ Support and coordinate work with the Project Office regarding programming and RI reports in accordance with the Law on Governance and Management of Information Resources (LGGRI).

  • Coordination and financial governance:

+ Ensure coordination with the Vice-Presidency of Finance (VPF).

+ Monthly reconciliation of financial data (IT vs accounting).

+ Validation of entries and drafts.

+ Ensure the link with the general directions.

+ Collaborate with establishments responsible for CO/CE.

+ Contribute to the improvement of budgetary management processes and practices.

  • Strategic support:

+ Advise managers on budgetary and financial issues.

+ Participate in the evolution of the IT financial management framework.

+ Contribute to the improvement of financial governance practices.

Desired Profile

Academic Background

  • Hold a university degree (bachelor's degree) in business administration, management, information technology, or another relevant field, or a combination of experience, certification, or other elements deemed relevant as compensation for academic requirements.

Minimum Professional Experience

  • Relevant experience at the position for THREE (3) years;
  • Experience and intervention in at least ONE (1) complete budgetary exercise of a year;
  • Theoretical, technical, and applied knowledge of the necessary fields of activity to perform the tasks of the position;
  • Very good knowledge of investment management and financing;
  • Very good knowledge of the Office suite, particularly Excel;
  • Good knowledge of a project management environment;
  • Good knowledge of government accounting practices;
  • Knowledge of financial analysis methodologies;
  • Knowledge of the functioning of the government apparatus in terms of budgeting and the role of the main stakeholders;
  • Knowledge of the government budgetary cycle.

Professional Experience (Asset)

  • Knowledge of the health domain.

Personal Qualities

  • Master the French language both orally and in writing;
  • Ability to present at committees;
  • Ability to communicate;
  • Capacity to demonstrate a high level of attention and concentration in the daily exercise of responsibilities given the multiple activities in which they intervene.
