About us

The General Direction of Mining Policy and Development (DGPDM) is a multidisciplinary team composed, among others, of engineers, economists, a tax specialist, an international relations specialist, and several other disciplines. Led by Director Jocelyn Douhéret, the DGPDM is a dynamic direction that reflects on the major orientations of the mining sector by combining the complementary expertise of each team member. It is a work environment that promotes personal development where everyone can realize their full potential in a rapidly evolving sector.

The DGPDM's mandate is to provide leading-edge leadership in the development, implementation, and monitoring of orientations, objectives, and measures related to mining sector development strategies/policies in Quebec. It coordinates, among other things, the implementation of Quebec's Strategy for the Valorization of Critical and Strategic Minerals. This work is carried out through numerous collaborations, both internally within the Ministry and with external partners (ministries, organizations, associations, research centers). It ensures the interface between the sector and its partners in the implementation of strategic, structuring activities, particularly those related to the shift towards a green and low-carbon economy.

The sector of critical and strategic minerals (CSM) is gaining importance worldwide as demand is growing exponentially to meet the supply needs for various technological sectors, particularly those of renewable energies, electric vehicles, and defense.

The DGPDM actively participates in this dynamic at the provincial, Canadian, and international levels and represents Quebec's interests at all these levels, contributing to international recognition of this emerging sector. The DGPDM is therefore a general direction that develops and innovates to follow the strong trends in the CSM sector at the economic, environmental, and social levels.

• Participate in the economic and fiscal impact analysis of mining projects and contribute to the preparation of advice on investment requests.
• Conduct analyses and strategic watch activities on natural resources, critical and strategic metals, and trends influencing the Quebec mining sector.
• Collaborate on the development of economic and financial analysis tools, including dashboards and indices related to the Quebec mining sector.

Compensation: We offer you a minimum hourly rate of $27.19. A 6.5% increase is added to this rate to compensate for certain social benefits.

Schedule: In addition to working during the day, Monday to Friday, you could enjoy adapted schedules, promoting the balance between your work, studies, and personal life:

• Regular schedule of 14 hours/week during study sessions;
• Schedule of 21 hours/week during reading weeks;
• Schedule of 35 hours/week during the summer and holiday periods.

Hybrid remote work is possible, depending on organizational benchmarks.

To hold a student position in the public service, you must be enrolled full-time in a bachelor's degree program (or part-time if you are in the penultimate or final session of your studies) in the field of:

• Economics
• Finance
• Additionally, this person must:
• Have appropriate French language skills for the job's responsibilities;
• Be legally authorized or authorized to work in Canada.
