The Municipality of Sainte-Marcelline-de-Kildare is seeking a qualified, autonomous, and rigorous individual to fill the position of Urban Planning Manager / Municipal Inspector.

Under the authority of the General Management, the incumbent will manage dossiers related to urban planning and territorial development. They will ensure compliance with municipal regulations and play a key role in assisting citizens, property owners, contractors, developers, and professionals in realizing their projects.

The incumbent is also responsible for analyzing and issuing permits and certificates, as well as conducting required inspections to ensure compliance with applicable regulations.

Main Responsibilities

Urban Planning and Territorial Development

The incumbent ensures the application and interpretation of municipal regulations in the field of urban planning. They advise and assist citizens, property owners, contractors, developers, and professionals in realizing their projects.

They analyze construction, renovation, transformation, subdivision, and development projects and participate in planning and the harmonious development of the municipal territory.

They also analyze and prepare minor deviation dossiers, PIIA dossiers, and other requests requiring special authorization. They prepare dossiers submitted to the Urban Planning Advisory Committee (CCU), participate in meetings when required, and follow up on recommendations.

They collaborate on the drafting, modification, and updating of urban planning regulations and follow up on regulatory changes and various development projects.

They work with the Regional County Municipality (MRC), external professionals, and other municipal services in their area of expertise and provide recommendations to the General Management regarding urban planning and territorial development dossiers.

Permits and Certificates

The incumbent receives and analyzes permit and certificate requests. They verify the compliance of projects with municipal regulations and applicable legislative provisions and issue the permits and certificates under their responsibility.

They inform applicants of the documents, information, and authorizations required to analyze their dossiers, follow up on requests, and ensure dossiers are kept up to date.

Inspection and Compliance

The incumbent conducts required inspections on the territory and verifies the compliance of work with issued permits and certificates, as well as with applicable regulations.

They receive and process urban planning complaints and requests, identify non-compliance situations, and follow up with concerned property owners.

They draft opinions, letters, inspection reports, and other necessary documents and follow up on infraction dossiers until they are regularized. When required, they also prepare dossiers for the issuance of infraction notices or other municipal actions.

The incumbent also performs any other tasks related to their functions. Responsibilities and their distribution may evolve based on the organization and needs of the Urban Planning Service.

Desired Profile

The sought-after individual holds a college or university degree in urban planning, territorial development, or a relevant discipline. Any combination of relevant education and experience may also be considered.

They possess relevant experience in municipal urban planning, territorial development, or municipal inspection, as well as a good knowledge of municipal regulations in the field of urban planning and applicable legislative framework.

They must be able to analyze and interpret regulations, plans, and technical documents. They have excellent communication and customer service skills, as well as excellent French language proficiency, both oral and written.

Proficiency in major computer tools and a valid Class 5 driver's license are also required.

The salary will be established based on the candidate's education and experience. The start date is as soon as possible.
