Specifically, the Cultural Programs and Actions Section serves as the city's primary municipal lever for supporting cultural development by managing financial aid programs and structural initiatives for artists, professional cultural organizations, and cultural recreation organizations. It directly contributes to the three axes of the 2025-2030 Cultural Policy: support and partnership, accessibility and inclusion, and communication and visibility, particularly through the deployment of municipal cultural programming, Première Ovation, the Cultural Development Agreement, and the Quebec Film and Television Office.

To fulfill this mission, we are seeking a qualified individual to fill a permanent position as a Cultural Advisor, Recreation and Community Life at the Cultural Programs and Actions Section of the Culture Division within the Culture and Heritage Service.

THE CHALLENGES

As a Cultural Advisor, Recreation and Community Life, you will be responsible for planning, developing, coordinating, implementing, and monitoring various projects, programs, facilities, and the annual cultural offering.

Specifically, this involves

  • Participating in the management and monitoring of project calls, programs, and aid measures in various fields;
  • Planning, coordinating, and monitoring special projects, cultural equipment projects, and diverse cultural actions spanning various disciplinary fields;
  • Structuring and facilitating work meetings and fostering consultation between municipal and cultural partners;
  • Formulating opinions and recommendations aligned with municipal orientations and the 2025-2030 Cultural Policy;
  • Contributing to accessibility, inclusion, diversity, and sustainable development in cultural initiatives;
  • Ensuring the quality of customer service and operational processes;
  • Advising and assisting the management in the continuous improvement of services and practices;
  • Collaborating on the development of communication strategies by specifying objectives and target audiences, selecting appropriate channels, structuring processes to promote cross-functional work and alignment with the communications service, and ensuring the planning, writing, production, validation, and distribution of content across various platforms;
  • Acting with a constant sensitivity to the needs of citizens, ensuring that proposed projects and services are meaningful, accessible, and in line with the expectations of the community.

To join our team, you must

  • Hold a bachelor's degree in an appropriate discipline and possess a minimum of two (2) years of relevant experience in roles related to the field, including significant experience in managing cultural projects;
  • Be a proactive person and demonstrate leadership, autonomy, and versatility;
  • Show strong skills in teamwork and collaboration, maintaining effective working relationships with the city's partners and demonstrating a strong commitment to customer service;
  • Possess excellent communication, problem-solving, and project management skills, including adherence to budgets and schedules;
  • Have a good understanding of the municipal, cultural, and cultural recreation environments;
  • Demonstrate excellent French language proficiency and report-writing skills;
  • Be proficient in MS Office suite and Windows environment software.
