As a Senior Advisor, U.S. and Foreign Compliance, Volcker Rule and U.S. Filings, you contribute to the design, deployment, and coordination of the compliance framework and adherence to U.S. financial regulations. You participate in activities aimed at determining applicable U.S. standards within the Movement, disseminating them, and monitoring their implementation on the ground. You assume a leadership and influence role with various stakeholders in the context of complex, cross-cutting, and highly innovative strategic development and intervention projects, particularly in the context of the recent merger of the Desjardins Movement with Guardian Capital, a multinational financial group. In this regard, you contribute to the development and recommendation of strategic orientations and business positions. The nature of the files requires extensive and in-depth expertise in your area of expertise, specifically the application of the Bank Holding Company Act and the Volcker Rule. Knowledge of recurring U.S. filings, such as the 13F, NPX, W-8BEN-E, FR Y-7, and FR Y-10, is also relevant. You provide recommendations on the development and implementation of highly operationally and conceptually complex files or projects requiring a global and in-depth analysis and understanding of the business domain and the organization, particularly in the post-acquisition context where you will need to analyze the risks arising from new activities and enhance practices to make them compliant. Interactions are numerous and you are called upon and to interact with a very large number of stakeholders operating in various areas of expertise. Mastery of interpersonal relationships then becomes an essential skill. You play an expert-advisory and content role in your area of expertise and act as a resource person and coach for senior management and decision-making bodies. More specifically, you will be called upon to:
- Act as a responsible party in the context of projects, assignments, and development activities specific to your area of expertise, the scope and impacts of which are major for the company and which may be at the level of the Movement regarding obligations arising from U.S. financial markets
- Target, develop, and recommend strategic orientations in the field of legal and regulatory compliance in order to ensure the consistency and balance between business needs and compliance with requirements and good practices
- Advise and support your clientele and partners in the positioning, planning, development, implementation, and follow-up of various strategic projects and assignments under your responsibility
- Target and analyze issues. Raise major issues. Establish diagnostics and make recommendations to the concerned bodies
- Be responsible for the development and evolution of policies, standards, models, and programs in support of strategic projects and assignments of your unit
- Ensure the dissemination of legal and regulatory compliance programs to internal stakeholders in order to promote an ethics and compliance culture
- Represent your unit to various committees composed of senior management members and to decision-making bodies
- Represent, negotiate, and engage Desjardins in the context of agreements with external partners or organizations

What you will bring to the table
- Bachelor's degree in law or an appropriate discipline
- A minimum of eight years of relevant experience in connection with the Volcker Rule
- Please note that other combinations of education and relevant experience may be considered
- Knowledge of French is required
- Advanced English proficiency due to the nature of the tasks, work tools, or interactions with English-speaking partners or members and clients
