Job Title 1124 - Specialized Computer Analyst

Person who ensures the coordination, management, and supervision of the activities of analysis, implementation, evolution, deployment, support, and operational support of projects concerning complex, multisite information systems that span several sectors of the organization.

They act as an expert in their field of specialization. They coordinate the work of a team of computer analysts and technicians.

Responsibilities

The Digital Solutions Department (DS) is responsible for the development, operation, maintenance, support, and sustainability of over a hundred digital solutions used at Santé Québec, the Ministry of Health and Social Services (MHSS), and several partner organizations, including Family Medicine Groups (FMGs), the Régie de l'assurance maladie du Québec (RAMQ), and the Institut national de santé publique du Québec (INSPQ). These solutions operate 24 hours a day, 7 days a week, 365 days a year, and serve over 300,000 users working in clinical and administrative sectors: frontline services, rehabilitation, home support, public health, youth, medico-administrative, administrative, etc. Through certain applications and telephone services, a potential of 9 million Quebec citizens also benefit from these solutions.

Under the responsibility of the Digital Solutions Department, the Adjoined Digital Solutions for Citizens and Health Department (ADSCS) is, among other things, responsible for the operation of the Digital First Line Access Portal (DFAP) and the Integrated Telephone Consultation Management System (ITCM) - used by all professionals responding to the 8-1-1 Info-Santé and Info-Social, the Quebec Antipoison Center, and the Adult Elder Maltreatment Help Line.

Under the supervision of the Coordinator of Digital Solutions for Citizen and Health Communication, the incumbent plays an important role in the design, evolution, maintenance, and support of the digital solutions under their department.

They analyze the needs expressed by users and partners to define functional solutions that are adapted, consistent, and aligned with organizational orientations. In this capacity, they coordinate certain functional analysis activities, documentation, testing, and request tracking, in collaboration with IT product managers, development teams, the service center, and other stakeholders.

They write or update functional documents, develop test scenarios, participate in the execution of functional tests, and contribute to certain deliverables related to data and processing architecture. They also play a liaison role between the various stakeholders to facilitate the understanding of needs, the tracking of work, the resolution of incidents, and the implementation of selected solutions.

As a member of an Agile team, they actively contribute to the organization of the team's work, the prioritization of activities, and the achievement of agreed-upon results at each iteration. They may be called upon to support the coordination of functional work related to a digital solution, including tracking requests, validating needs, preparing deliverables, and aligning stakeholders.

Depending on organizational priorities, the incumbent may also be called upon to intervene on other digital solutions in the portfolio of the Digital Solutions Department, in accordance with the responsibilities of their analyst role.

More specifically, the main areas of action are as follows: Analyze the functional level of digital solutions (DS), including to:

  • Collect and evaluate the needs to be addressed
  • Analyze the feasibility of requests
  • Participate in the modeling of data, processes, and components of the DS to be implemented
  • Participate in the definition of the nomenclature and functional architecture rules of the DS
  • Prepare functional and detailed documents
  • Conduct functional tests on DS in development and maintenance
  • Analyze change requests from users

Participate in the implementation of projects, including to

  • Estimate the human resources required to complete the projects
  • Serve as a link between the various resources involved in the development and maintenance of the DS, including user committees, IT product managers, and development teams, during the planning and implementation of projects
  • Coordinate certain functional activities related to need analysis, documentation, testing, request tracking, and stakeholder alignment
  • Build test environments in collaboration with IT product managers, the organic architecture advisor, and the quality control advisor
  • Ensure the quality of unit tests and functional tests
  • Coordinate the implementation of developed applications, in collaboration with internal and external resources and clients, as needed
  • Supervise the deployment of realized systems in their production environment
  • Report on the progress of projects to IT product managers, the project manager, and superiors, as needed

Advise the Information Technology Department's Vice-Presidency (VPTI) personnel, as well as VPTI partners or collaborators, on the implementation of IT projects, including to:

  • Support participants in the definition of their development or evolution needs for their DS
  • Evaluate and validate their requests
  • Identify the impacts on the client base and on existing systems
  • Provide advice, opinions, and recommendations
  • Popularize, if necessary, technical information to ensure its understanding
  • Propose appropriate technological solutions
  • Perform any other analysis required by the immediate supervisor, including to:
  • Evaluate and analyze information according to standard norms, procedures, and processes
  • Produce ad hoc reports based on the specific needs of MHSS authorities
  • Perform any other tasks related to the job
  • Contribute to decision-making based on received mandates

  • Admission Requirements

The Candidate Must Hold

  • A bachelor's degree in computer science or another appropriate university discipline, along with a specialization certification issued by a competent and recognized authority in the field of information technology.

For consideration, any education completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.

It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.

Experience and Selection Criteria

In evaluating applications, the selection committee will consider, among other things, the following criteria:

  • A minimum of 5 years of experience in functional analysis, design, evolution, maintenance, or support of complex, multisite information systems or those spanning several sectors of the organization
  • Demonstrated experience in project implementation
