Quebec Administrative Tribunal (QAT): Social Affairs Section (SAS) Mental Health Division (MHD). A regular position is to be filled at 500 René-Levesque West Blvd in Montreal or at 575 Jacques-Parizeau St in Quebec.

The MHD in Tribunal activities

The Mental Health Division, within the Social Affairs Section, acts as a Commission for the Examination of Mental Disorders under the Criminal Code. It rules on the dangerousness of individuals who have received a verdict of criminal irresponsibility due to mental disorders or a verdict of unfitness to stand trial. It makes the necessary and appropriate decisions regarding the detention or release of these individuals. It also rules on appeals filed under the Act on the Protection of Persons Whose Mental State Poses a Danger to Themselves or Others.

Responsibilities of the position

At the heart of the MHD's judicial activities, you will act as a privileged partner between the president, administrative judges, the Secretariat, and external partners.

The adoption of Bill 23, the *Act mainly aimed at better accompanying persons whose mental state could represent a risk to their own safety or that of others*, offers a unique opportunity to contribute to a major project.

Here's what you can expect on a daily basis:

  • Ensure the analysis and coordination of complex judicial files;
  • + Analyze complex or particularly challenging files;
  • + Evaluate requests for additional review, postponement, or modification of hearings;
  • + Monitor files with the Secretariat, administrative judges, and other partners;

+ Formulate recommendations and propose appropriate treatments.

  • Contribute to the improvement and efficiency of judicial activities;
  • + Coordinate the scheduling of hearings and the assignment of administrative judges;
  • + Coordinate adjustments requested by partner institutions;
  • + Ensure follow-ups related to scheduling changes;

+ Identify improvement opportunities to enhance the efficiency of activities.

  • Act as a resource person for the presidency and partners;
  • + Advise the president on complex files and issues raised;
  • + Coordinate the processing of requests and manage priorities;
  • + Draft correspondence projects and various documents;

+ Negotiate with lawyers, health institutions, and other partners to find suitable solutions.

Telework

Note that for most jobs, work is performed in a hybrid mode characterized by a maximum of two days per week in telework, according to the Telework Framework Policy. The modalities will be determined at the time of selection.

Desired profile and application modalities

Salary scale: Depending on your education and relevant experience, your annual salary could range between $55,611 and $103,369.

Job requirements

  • Hold a bachelor's degree (minimum 90 credits in law, administration, or any other field deemed relevant to the position.

+ A person may also submit their application if they are in the process of completing the final year of study required to obtain the required degree.

+ Each missing year of study can be compensated by a year of relevant study at the same or higher level as required. The required degree can also be compensated by a combination of university diplomas in relevant disciplines totaling a minimum of 90 credits or by a master's degree in a relevant discipline comprising a minimum of 45 credits.

+ For consideration, any study completed outside of Canada must be subject to a comparative evaluation issued by the Ministry of Immigration, Francization, and Integration.

  • Possess Canadian citizenship, permanent resident status, or a work permit issued by the federal authority competent to occupy a position in the Quebec public service.

+ A person pending proof of permanent resident status or a work permit may submit their application to the present selection process. However, they must be authorized to work legally in Canada at the time of their appointment.
