The Senior Market Access Manager – Private Insurance Quebec and INESSS is a strategic role within the Value, Access, and Policies team. He/She is responsible for optimizing patients' access to Amgen treatments within the private and public reimbursement systems in Quebec. This role has a dual mission: driving Amgen's private insurance strategy and mobilizing stakeholders in Quebec, while being the company's resource person for the relationship with INESSS and health technology assessment (HTA) activities. The role holder develops and implements integrated market access strategies that promote rapid and sustainable reimbursement, contributing to the development of payers' and HTA strategies, leading negotiations, and establishing trust-based relationships with private insurers, INESSS, and other key players in the healthcare sector. At the intersection of pricing, reimbursement, health technology assessment, and stakeholder engagement, he/she works closely with multidisciplinary teams to support product launches, defend and expand access to marketed products, and maximize the long-term value of the portfolio. This role also provides strategic insights into the reimbursement landscape in Quebec to inform commercial decisions, strengthen competitive positioning, and ensure that Amgen is recognized as a trusted partner for improving patients' access to care.
ACTIVITIES AND DELIVERABLES
Achieving Results
- Lead the development and implementation of the private insurance strategy in Quebec for Amgen's entire portfolio, including innovative and biosimilar products.
- Lead Amgen Canada's strategic engagement with INESSS, coordinate health technology assessment activities, and promote positive reimbursement outcomes.
- Develop integrated reimbursement strategies that optimize patients' access to private and public markets in Quebec.
- Achieve market access objectives, including coverage, reimbursement, patient access, and financial performance.
- Identify market opportunities and access barriers through customer insights and market intelligence.
- Stakeholder Engagement and Relationship Management
- Establish strategic relationships with Quebec's private insurers, INESSS, and other reimbursement decision-makers.
- Lead complex negotiations with payers and strategic health technology assessment engagements to advance access objectives.
- Represent Amgen in external forums and strengthen the company's reputation as a trusted partner.
- Shape stakeholder perceptions through data-driven and customer-centric engagement.
- Interfunctional Leadership
- Collaborate with pricing, health economics, medical, legal, government relations, commercial, regulatory, and patient support teams to implement integrated access strategies.
- Coordinate interfunctional planning for submissions, consultations, and reimbursement implementation with INESSS.
- Serve as an expert on Quebec reimbursement, private insurance, and the health technology assessment landscape.
- Communicate strategic analyses and recommendations to senior leadership.
- Pricing, Evidence, and Reimbursement
- Support pricing and reimbursement strategies that optimize access while balancing commercial objectives.
- Collaborate with HEOR (global) and medical teams to develop value propositions, health technology assessment (HTA) dossiers, and evidence for payers.
- Contribute to reimbursement strategies for marketed and developed products with private insurance companies and INESSS.
- Monitor reimbursement performance and recommend strategies to optimize long-term access.
- Contract and Agreement Management
- Negotiate and manage the lifecycle of agreements with private payers and product reference agreements (PRAs).
- Collaborate with interfunctional partners to develop innovative contract and reimbursement solutions.
- Ensure agreements comply with legal, compliance, pricing, and corporate governance requirements.
- Monitor contract execution and identify opportunities to optimize access, value, and long-term partnerships.
- Market Intelligence and Governance
- Monitor reimbursement policies, health technology assessment trends, competitor activity, and market dynamics to inform strategy.
- Generate actionable insights to support portfolio planning, launches, and lifecycle management.
- Ensure all external interactions comply with legal, regulatory, and corporate governance requirements.
- Compliance and Governance
- Ensure all interactions with payers comply with legal, regulatory, and compliance standards.
- Maintain documentation and transparency in payer relationships.

BASIC QUALIFICATIONS
- Bachelor's degree in life sciences, business, health economics, or a related field.
- Minimum of 5 years of proven experience in a biopharmaceutical company, private insurer, and/or payer organization.
- Bilingualism (French and English) is required. The role holder must be able to communicate well in English, as their functions involve regular interactions with English-speaking colleagues and stakeholders outside Quebec.
- DESIRED QUALIFICATIONS
- Lives in the province of Quebec.
- Proven experience working with or for a pharmaceutical/biopharmaceutical manufacturer, focused on market access, reimbursement, or private payer strategy.
- Recognized expertise in the Canadian private payer landscape, including insurers and pharmacy benefit managers (PBMs).
- Strong and established relationships within the private insurance ecosystem.
- In-depth knowledge of drug reimbursement processes, pricing frameworks, and forms.
- Decision Making
- Proven experience in negotiating with payers.
- Proven ability to act strategically and influence at the highest level.
- Demonstrated ability to analyze complex data and translate insights into concrete strategies.
- Excellent communication skills.
