Senior Business Analyst

Solution SFT is seeking a Senior Business Analyst for a client project in the public sector in the city of Quebec.

Responsibilities

The following responsibilities will be carried out in an agile context.

Business Context and Needs Analysis

• Become familiar with the necessary documentation for the mandate
• Precisely define business needs by consulting designated users and relying on decisions made during the vision architecture
• Analyze the impacts of the stated business needs at the process, system, organization, and strategic orientation levels

Product Vision, Business Value, and Prioritization

• Contribute to the definition, prioritization, and arbitration of the product backlog in collaboration with stakeholders
• Facilitate strategic decision-making by providing comparative analyses, implementation scenarios, and value-based recommendations
• Evaluate the business value of features and contribute to ROI optimization
• Ensure consistency between products or projects when multiple initiatives are in progress or interdependent

Risk, Issue, and Dependency Management

• Identify, analyze, and manage functional, organizational, and dependency risks, and propose mitigation strategies
• Contribute to the management of external dependencies (suppliers, partners, other teams, or departments)
• Raise issues to higher levels by proposing solution paths and decision-making scenarios

Collaboration, Mentoring, and Knowledge Transfer

• Collaborate closely with architecture, IT, and development teams
• Mentor and support the development of internal business analysts, contributing to the long-term strengthening of organizational capabilities

Deliverables

• Documents related to requirement gathering; analysis folders (business needs, impacts, and proposed solutions)
• Operational process diagrams and their descriptions; process documentation, rules, and business interfaces
• Documents related to testing (acceptance testing strategy, test case collection, and preparation, proof of realization, test summary)
• Documents related to implementation, training, and change management; work instructions
• Documented and prioritized product backlog; business value and ROI optimization analyses
• Risk, issue, and dependency registry; arbitration scenarios and decision support documents
• Executive summaries and decision-making governance documents; post-implementation reviews and retrospectives
• Meeting, workshop, and presentation documents; strategic recommendations; progress reports

Requirements

• Hold a bachelor's degree in business administration, information technology, or a relevant field
• Possess at least seven (7) years of experience as a business analyst, in activities contributing to development (business needs analysis and definition, process definition, functional dossier validation, product backlog writing, test proposal and execution) carried out by users, in environments comparable to those of Revenu Québec
• Have participated, as a business analyst, in at least three (3) projects of more than 2,000 person-days for mandates of more than 120 person-days, in a context of information system improvement and development affecting business processes and touching multiple departments in a large organization
