Job Title 1124 - IT Specialist Analyst

Person who coordinates, manages, and supervises the activities of analysis, implementation, evolution, deployment, support, and operational support of projects concerning complex, multisite information systems affecting several sectors of the organization. She acts as an expert in her field of specialization. She coordinates the work of a team of IT analysts and technicians.

Responsibilities

The Adjoined Direction of Digital Solutions in Health and Administrative Services (DASNSS) is responsible for ensuring the operation, sustainability, and evolution of essential digital solutions (DS) for the proper functioning of Santé Québec, the Ministry of Health and Social Services (MSSS), and several partner organizations, such as the National Institute of Public Health (INSPQ) and Héma Québec. These solutions are used daily by thousands of users across various sectors, from frontline services to youth services, through medical-administrative and administrative services.

The DASNSS also provides strategic cross-cutting services, including support for the development of digital projects and management of the medical imaging domain of the Santé Québec Record (DSQ).

Under the supervision of the Coordination of Administrative and Health Digital Solutions (CSNAS), the Administrative Digital Solutions Sector is responsible for maintaining, evolving, operating, and supporting several DS that support the administrative and organizational activities of Santé Québec. These solutions contribute to resource management, management information production, and operational efficiency improvement of the network.

Under the supervision of her manager, the incumbent plays a key role in the development and maintenance of DS under the Digital Solutions Direction. She plans and executes the necessary activities to meet identified needs, collaborating closely with resources involved in the projects. To do this, she gathers and analyzes needs, writes relevant documentation, develops the required components, and ensures effective coordination throughout the process.

She contributes to the realization of strategic digital projects and the evolution of critical DS for Santé Québec and its network. She participates in large-scale provincial initiatives such as Talent Santé Québec (TSQ), a digital solution supporting the attraction, recruitment, and management of the network's talent, as well as other organizational priorities. In this capacity, she intervenes at all stages of the solution lifecycle, from analysis to production and ongoing support.

With a deep understanding of the organizational structure of DS, she performs detailed analyses, develops or adapts the required modules, and proposes improvements to optimize system functioning. She contributes to the choice of technologies and technical orientations to ensure the quality, performance, security, and sustainability of the solutions. She also participates in the elaboration of architectural rules, the definition of technical standards, and the writing of the resulting documentation.

She plays an advisory role to project managers, informing them of the impacts of technological and structural choices on development timelines. In collaboration with database administrators, she ensures the harmonious integration of various application and technological components.

At the request of her superiors, she may be asked to provide opinions on relevant technological advances for her sector or for all of Santé Québec. She identifies the functional, operational, and technological needs related to the solutions for which she is responsible for development or support, and proposes adapted and organizationally aligned solutions.

Finally, she actively participates in the implementation of developed DS, working closely with Santé Québec's internal resources, external partners, and end-user clients, to ensure the success of deployments. She ensures that deployment, transition, and support activities are carried out effectively and contributes to guaranteeing the stability, performance, and quality of the DS.

More specifically, the main areas of action are as follows:

  • Design, develop, and maintain robust, scalable, and secure applications using primarily C# and ASP.NET languages;
  • Participate in the analysis of functional requirements in collaboration with stakeholders (users, project managers, analysts) to propose effective and organizationally aligned solutions;
  • Actively contribute to software architecture and component design according to object-oriented programming principles, design patterns, and best development practices;
  • Integrate security measures into applications, in accordance with government and organizational standards (authentication, authorization, encryption, resilience, etc.);
  • Ensure the performance, quality, and security of delivered solutions by applying rigorous development standards and technical validation processes (testing, code review, documentation);
  • Contribute to quality assurance activities by performing tests, validations, and anomaly tracking to ensure the quality, reliability, and compliance of delivered DS;
  • Work in Agile mode (Scrum) and collaborate closely with other team members (developers, functional analysts, architects, testers) to ensure continuous delivery;
  • Participate in sprint planning and execution, writing use cases, user stories, and technical documentation;
  • Ensure the integration of solutions with cloud services while respecting the organization's cloud development standards;
  • Provide technical support to team members and, if necessary, exercise functional coordination to ensure the consistency of work and the quality of deliverables;
  • Provide mentoring, guidance, or technical support to less experienced colleagues;
  • Conduct technological vigilance and recommend improvements to optimize existing practices and tools.

  • A bachelor's degree in computer science or another appropriate university discipline, as well as a specialization certification issued by a competent and recognized authority in the field of information technologies.

For consideration, any education completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.

It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
