The successful candidate is responsible for supervising the planning, cost control, risk management, and progress tracking activities of projects during the development phase. They ensure the preparation, updating, evaluation, tracking, analysis, and communication of project schedules, costs, and risks to management.

Under the supervision of the Director - Project Control and Procurement - Performance, the successful candidate will be responsible for:

  • Managing the team of planners and project cost controllers, organizing work, and tracking with project teams for the following activities:

+ Managing the schedule and cost control update cycle throughout project execution, including project/mandate setup, budget and schedule tracking in the project management system from submission to project delivery.

+ Ensuring the initial budget calculation based on the proposal.

+ Ensuring resource planning and tracking over time based on the schedule proposal.

+ Tracking hours, expenses, costs, and budget updates.

+ Monitoring cost control and anticipating risks.

+ Participating in regular meetings with project managers and other stakeholders (internal and external) to ensure project progress and achievement of project objectives and results.

+ Tracking changes and coordinating with the project team.

+ Ensuring and managing project progress tracking with managers, including cost and schedule controls.

+ Preparing and transmitting project performance financial reports to the project management team.

+ Developing and implementing planning and cost control policies, processes, and procedures.

+ Establishing best practices for schedule and cost control report preparation.

+ Documenting project budget and schedule issues and their resolution.

+ Collaborating on legal documentation in case of claims.

General Knowledge and Technical Skills

  • Project management.
  • Excellent understanding of engineering, procurement, and construction practices.
  • Demonstrated mastery of health and safety, quality management, project control, commercial and contractual administration issues.
  • Mastery of computer tools, including MS Office suite, Primavera P6, SPE, and ECMS.
  • In-depth knowledge of project control, planning, risk management, financial reporting, and work progress measurement.

Requirements

  • Bachelor's degree in engineering or a relevant discipline, or equivalent experience.
  • Minimum of 15 years of experience in construction.
  • Experience in team management, particularly in leading planning and project control teams.
  • Experience with engineering consulting firms, an asset.
  • Knowledge of claim issues, an asset.
  • Understanding of cost control and planning in a contract management context.
  • Mastery of Primavera P6 (essential), including the use of WBS and other coding systems.
  • Mastery of Microsoft Office, primarily Microsoft Excel (essential) and Microsoft Project.
  • Knowledge of linear scheduling (TILOS), schedule quality audit (DCMA-14), and 4D software (Synchro 4D/Navisworks), an asset.
  • Safety rating level 2.
  • Bilingual in English and French to collaborate with key actors across Canada.
  • Hybrid modality with frequent travel to job sites or EBC offices for project planning and cost control (50% or more).
