Person who, upon request, provides legal opinions and advice and performs all the functions of their profession. Notably, they plead before courts, judicial or quasi-judicial bodies.

Must be a member in good standing of the Barreau du Québec.

Responsibilities

Under the authority of the Director of Corporate Affairs, the lawyer contributes actively to the structuring, implementation, and evolution of the organization's governance practices, both at the headquarters and the establishments.

They act as a strategic, operational, and legal resource to the management, supporting governance, corporate secretariat, and the work of decision-making bodies, including the Board of Directors, its committees, and other instances of Santé Québec supported by the Corporate Affairs Department, in a complex, transforming, and highly institutional environment. In this capacity, they participate in the development, implementation, and continuous improvement of governance frameworks, processes, and mechanisms, ensuring their consistency, efficiency, and alignment with organizational directions and applicable legislative and regulatory frameworks.

They contribute to ensuring the quality, rigor, and traceability of decision-making processes, notably by:

  • Structuring, analyzing, and synthesizing strategic and organizational files;
  • Improving practices in reporting and tracking decisions;
  • Developing and evolving tools, frameworks, and governance references.

They are called upon to conduct analyses and formulate recommendations to support decision-making and the implementation of initiatives, both at a strategic and operational level, notably in institutional governance, the framing and functioning of instances, the elaboration of internal regulations, policies, reference frameworks, and the optimization of governance practices. They accompany teams in the preparation, revision, and analysis of complex files intended for decision-making bodies, contributing to their quality, compliance, clarity, coherence, and the robustness of deliverables.

In the course of their duties, they contribute to the consistency of organizational policies, frameworks, and documents, ensuring the integration of applicable requirements. They provide legal advice and recommendations regarding institutional governance and the functioning of Santé Québec's instances, within the mandate entrusted to the Corporate Affairs Department, notably in the matter of internal regulations, policies, reference frameworks, and other governance documents, in collaboration with legal and ethics functions when required. They contribute to the analysis of issues related to the application of legislative and regulatory frameworks in governance-related files. They intervene in support of the preparation, conduct, and follow-up of instance work and contribute to the preparation of documentation, the recording, and revision of instance work, including minutes, decision records, resolutions, and other governance documents, to ensure the quality of instance work, their legal compliance, and the efficiency of decision-making processes.

They work in close collaboration with team members, internal and external partners, and intervene on cross-cutting files involving multiple stakeholders. They also, according to the priorities of the Corporate Affairs Department, contribute to the realization of strategic and organizational mandates related to governance, corporate secretariat, normative documents, the functioning of instances, and any other file within the scope of the Corporate Affairs Department. Finally, the person in this position evolves in an environment requiring a high level of judgment, rigor, autonomy, and the ability to manage varied files simultaneously.

The person must be able to travel between the organization's facilities.

Working Conditions

Hourly rate: 37.81$ to 76.22$ according to experience.

Employment status: Full-time (37.5 hours).

Base location: Montreal

Work location: Possibility of a hybrid mode.

Start date: As soon as possible.

Union accreditation: Non-unionized.

Admission Requirements

  • The candidate must:
  • Be a member in good standing of the Barreau du Québec;

For consideration, any education completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.

It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.

Selection Criteria

In evaluating applications, the selection committee will consider, among other things, the following criteria:

  • Have five (5) to ten (10) years of relevant experience;
  • Relevant experience in governance, corporate affairs, corporate secretariat, or support to decision-making bodies will be considered an asset, as well as experience in analyzing complex organizational-level files;
  • Significant professional experience in a similar position within the general management of the health and social services network will be considered an asset;
  • Master the French language both orally and in writing;
  • Have a good understanding of the health and social services network, its administration, and its legal framework and the issues within a large establishment;
  • Possess excellent writing and formatting skills for official documents;
  • Foster collaboration and continuous improvement within the team;
  • Be able to act in complex and constantly evolving situations;
  • Be able to plan, implement, and follow up on files under their responsibility;
  • Demonstrate a high sense of autonomy and initiative;
  • Ability to analyze, structure, and integrate legislative and regulatory frameworks into organizational-level files;
  • Ability to synthesize and popularize complex files for decision-making bodies;
  • Strategic judgment and ability to formulate rigorous and operational recommendations;
  • Ability to intervene on strategic and operational files, in a cross-cutting environment involving multiple stakeholders;
  • Ability to have a critical and independent perspective and secure organizational decisions.
