Mandate

Health Quebec Bas-Saint-Laurent is seeking candidates to fill the position of Assistant or Associate Director of Financial Resources – Administrative Services at the Financial Resources Department (DRF). Our institution employs over 9,600 people and manages an annual budget of $1.1 billion.

Under the authority of the Director of Financial Resources, the incumbent will exercise leadership in a context of transformation and continuous improvement, in accordance with ministerial guidelines and expected results. They will actively contribute to the planning, development, and mobilization of human resources under their responsibility, in close collaboration with the Director of Financial Resources.

They will ensure the accuracy, integrity, and reliability of the organization's financial and operational data. They are responsible for standardizing processes, procedures, policies, and regulations of the establishment to ensure the quality of data related to remuneration as well as financial data, while implementing appropriate internal control mechanisms.

Additionally, as a true strategic partner to the management, they will coordinate activities related to general accounting, vendor processing, asset management, billing, and collection, as well as those related to remuneration. They are responsible for various financial reports to the headquarters and the executive committee, as well as those required by CARRA, CNESST, and other regulatory bodies related to remuneration. They will also coordinate the annual financial statement audit process.

They will ensure compliance with applicable laws, regulations, standards, and policies. They are also responsible for the quality of financial information, its compliance with the Financial Management Manual, and the proper accounting of financial operations in the annual financial report.

They will manage human, material, financial, and information resources under their responsibility. They will exercise hierarchical authority and have the responsibility to support, mobilize, and guide the managers of the payroll service, general accounting, accounts payable, and asset funds, as well as those of accounts receivable, billing, and treasury management.

Specific Functions

In carrying out their tasks and exercising their responsibilities, the Assistant or Associate Director will be called upon to perform the following specific functions, among others:

  • Collaborate in the implementation of new administrative practices.
  • Maintain a comprehensive view of the organization's financial situation and provide strategic recommendations to management.
  • Work closely with the managers of the department to improve the predictability of revenue and expense results.
  • Ensure compliance with accounting, tax, legal, and other requirements, as well as the organization's policies, procedures, and directives.
  • Coordinate the preparation of end-of-year audit work and liaison with the headquarters and the Quebec Auditor General.
  • Coordinate the loan authorization process.
  • Act as a resource person for managers regarding the domains under their supervision, if necessary.
  • Ensure rigorous tracking of dedicated budget envelopes, government grants, and financing related to assets.
  • Monitor the implementation of recommendations arising from audits, accreditation procedures, and internal controls.
  • Represent the management on certain committees and working groups.
  • Disseminate administrative information.
  • Advise managers on administrative processes and internal control mechanisms to be implemented.
  • Coordinate various administrative and management tasks in collaboration, if necessary, with the Assistant to the DRF – Financial Analysis and Performance Service.
  • Ensure the availability of periodic results related to tracking indicators for the control rooms.
  • In collaboration with the Director and the Assistant to the DRF – Financial Analysis and Performance Service, coordinate the development and periodic monitoring of all management indicators for the department.
  • Perform any mandate entrusted by their supervisor.

Required Qualifications

  • Bachelor's degree in administration or accounting sciences;
  • Member of the Order of Professional Accountants of Quebec (CPA);
  • Significant professional experience in a supervisory position related to the specific functions of the position and the activities covered by the Financial Resources Department;
  • Very good understanding of the health and social services sector, its administration, and its legal framework;
  • Significant experience related to the activities may compensate for experience in a supervisory position;
  • Any combination of experience or training deemed relevant may compensate for one or the other requirement.

Remuneration

  • According to the current regulations,

Salary class No. 41.

Annual salary as of April 1, 2026: between $111,423 and $144,851 (determined according to the *Regulation on certain working conditions applicable to the cadres of health and social services agencies and establishments*).
