Reporting to the Director of Procurement, the incumbent will serve as the operational reference point for the consulting team and as the preferred contact with clients. This role combines functional leadership, project management rigor, and in-depth procurement expertise.
Main Responsibilities:
Client Mandate Management
- Manage multiple procurement mandates for various clients simultaneously, ensuring deadlines, budgets, and quality standards are met.
- Develop and implement procurement strategies tailored to each client's specific needs (RFPs, negotiations, contract management).
- Produce and present professional deliverables: procurement plans, market analyses, evaluation grids, progress reports, and strategic recommendations.
- Manage the full procurement cycle, from identifying needs to contract awarding and post-award follow-up.
Team Coordination and Leadership
- Coordinate and participate in the execution of deliverables within the procurement team by assigning tasks, setting priorities, and monitoring progress.
- Functionally mentor junior and intermediate consultants: coaching, work reviews, knowledge transfer, and skill development.
- Lead team meetings, facilitate problem-solving, and promote best practices in project procurement.
- Contribute to the continuous improvement of internal processes, tools, and methodologies.
Client Relations and Business Development
- Serve as the primary contact with clients for mandates under your responsibility, maintaining professional trust.
- Identify opportunities to expand the scope of existing mandates and contribute to new business opportunities.
- Participate in service proposal writing and client presentations.
- Manage stakeholder expectations and proactively communicate project status, risks, and issues.
Requirements
- Bachelor's degree in business administration, supply chain management, engineering, law, or related field.
- Minimum of 7 to 10 years of relevant experience in project procurement, including at least 3 years in a coordination or leadership role.
- Proven experience in RFP processes, contract negotiation, and vendor management.
- Experience in consulting or mandate management for multiple clients (a significant asset).
- Knowledge of applicable regulatory frameworks in Canada's procurement.
- Proficiency in both French and English required, as the individual will collaborate with colleagues and clients outside Quebec both written and orally.

- Excellent project management skills: planning, deliverable tracking, risk management, and schedule management.
- Sharp analytical skills and synthesis ability to support strategic decision-making.
- Superior communication, professional writing, and presentation skills (clients and internal team).
- Strong autonomy, diligence, and ability to manage priorities in a dynamic, multi-mandate environment.
- Proficiency in Microsoft Office suite (advanced Excel, PowerPoint, Word) and familiarity with project management tools.
- Customer-oriented and business-savvy.

- Recognized professional title: PMP, PGCA, SCMP, or equivalent.
- Experience in the energy, mining, construction, or manufacturing sectors.
- Knowledge of electronic procurement platforms (SEAO, Merx, SAP Ariba, etc.).
- Experience in change management or procurement process transformation.
