Mandate

This posting is reserved for personnel working in one of the establishments of the health and social services network (RSSS) integrated into Santé Québec.

The chief of the youth centre application of measures B (adolescence) Joliette at the Youth Protection Directorate (DPJ) is called to work in an organization with multiple missions and facilities offering care and services to the entire population of its territory.

Customer experience and population responsibility are at the heart of all processes to improve access, continuity, and fluidity of services. Thus, the incumbent of the position assumes his responsibilities in accordance with the mission, values, and service offer of the establishment.

The current situation requires a candidate who has demonstrated a high sense of responsibility as well as skills in change and performance management. He must therefore show efficiency, effectiveness, and a high degree of fiscal rigor. He must deal with a vast and complex legal framework and assume his functions with rigor and transparency.

Summary of the role and responsibilities

Under the authority of the deputy director of youth protection and provincial deputy director, the chief of the youth centre application of measures B (adolescence) Joliette plans, organizes, coordinates, controls, and evaluates the professional and administrative activities of his service in order to ensure the quality of services offered to the clientele, under the Youth Protection Act (LPJ). He assumes the management and supervision of human, financial, material, and information resources under his responsibility.

A credible manager, the sought-after candidate is endowed with a great team spirit, he acts with rigor as well as with a high ethical sense. Inspiring and effective communicator, he mobilizes the members of his team to achieve the set targets while maintaining a respectful work environment characterized by mutual aid and a positive attitude.

More specifically, he:

  • ensures the application of the legislation (LPS-LSSSS) and the applicable regulations;
  • ensures the elaboration, implementation, and follow-up of the clinical activities necessary to meet the needs of the clientele served by his service;
  • ensures the professional guidance required for his team members, promotes the maintenance and development of skills, supports the use of appropriate clinical tools, and ensures the offer of adapted clinical support;
  • ensures the optimization of human, financial, material, technical, and information resources allocated to him;
  • ensures and maintains close and coordinated relationships with other instances of the organization and the resources of the environment (schools, public security, community organizations, etc.) in compliance with the integrated clinical process;
  • participates, in consultation with the members of his management committee, in the definition of the objectives and orientations, priorities, strategies, and development files of the direction, in regard to the organizational vision of the CISSS de Lanaudière, CPEJ section.

Requirements

  • Bachelor's degree in a relevant discipline or relevant training accompanied by significant experience;
  • Being a member of a professional order related to the position is considered an asset;
  • At least five (5) years of professional experience in a discipline related to the function;
  • Mastery of knowledge related to the application of the LPJ, intervention in a judicial and authority context, the concept of protection, and issues related to youth protection;
  • Increased knowledge of the different clinical programs and innovative approaches (All in the Village, My Family My Community, Attachment Approach, Regulation and Competence (ARC), etc.);
  • In-depth knowledge of external rehabilitation intervention;
  • Ability to mobilize teams according to an approach focused on teamwork, partnership, and change management;
  • Experience in a supervisory position can compensate for one or the other of the requirements.

Remuneration

  • Salary class: 38
  • Minimum of the class: $96,770 annual
  • Maximum of the class: $125,799 annual
  • Working conditions:

The working conditions of the executives are governed by the Regulation on certain working conditions applicable to executives of health and social services agencies and establishments.
