Health and Safety Manager — Quebec

The Health and Safety Manager is responsible for developing, implementing, and continuously improving the organization's health and safety management system across all Quebec operations. The incumbent ensures compliance with Quebec health and safety legislation, promotes a proactive prevention culture, contributes to reducing work-related injuries, and collaborates with the Operations Management to effectively manage occupational risks.

The selected candidate acts as the principal health and safety advisor for Quebec operations and works in collaboration with management, employees, clients, regulatory bodies, and the Workers' Compensation Board (CNESST) to maintain safe and compliant work environments.

PRINCIPAL RESPONSIBILITIES

Regulatory Compliance

  • Ensure compliance with all applicable Quebec laws, regulations, and standards related to health and safety at work.
  • Conduct legislative monitoring and communicate changes to management.
  • Develop and maintain company safety policies and procedures in accordance with provincial requirements.
  • Coordinate responses to inspections and investigations by regulatory bodies.
  • Maintain required documentation and records.

Safety Program Management

  • Develop and implement provincial safety initiatives.
  • Identify hazards and assess risks.
  • Establish annual safety objectives and key performance indicators.
  • Lead continuous improvement initiatives.
  • Develop safe work methods and best practices.

Incident Management

  • Lead investigations into work-related injuries, occupational diseases, property damage, and near-misses (close calls).
  • Determine root causes.
  • Develop corrective and preventive action plans.
  • Ensure the implementation of corrective measures.
  • Analyze trends and produce reports for senior management.

Training and Awareness

  • Develop and deliver health and safety training programs.
  • Ensure compliance with all mandatory provincial training requirements.
  • Coordinate safety orientation for new employees.
  • Support supervisors in safety training for their teams.
  • Maintain training records.

Workplace Inspections

  • Conduct regular workplace inspections.
  • Perform job safety analyses (JSA).
  • Recommend engineering and administrative controls.
  • Verify the implementation of corrective measures.
  • Monitor contractor and subcontractor safety performance.

Workers' Compensation Claims Management

  • Support the management of work-related injuries and return-to-work initiatives.
  • Coordinate with Human Resources and Operations regarding temporary assignments and light-duty work.
  • Participate in claim investigations.
  • Monitor trends and costs associated with claims.
  • Maintain liaison with the provincial workers' compensation regime representatives (CNESST).

Client Support

  • Provide safety consulting services to Operations Management.
  • Support the onboarding of new clients.
  • Conduct safety evaluations for clients.
  • Participate in safety meetings with clients.
  • Contribute to client audits.

Health and Safety Committee Leadership

  • Facilitate health and safety committee meetings, as required.
  • Maintain committee documentation.
  • Ensure employee participation in safety initiatives.
  • Foster employee engagement.

Emergency Preparedness

  • Develop emergency response procedures.
  • Coordinate emergency drills and simulations.
  • Review business continuity plans.
  • Ensure emergency equipment inspections.
  • Reporting
  • Produce periodic reports including:
  • Frequency and severity of work-related injuries;
  • Accidents with lost time indemnity;
  • Trends in near-misses;
  • Training completion rates;
  • Inspection findings;
  • Progress on corrective measures;
  • Regulatory compliance indicators;
  • Annual health and safety performance reviews.

Education

  • Bachelor's degree in one of the following fields (asset):
  • Occupational health and safety
  • Environmental health
  • Industrial hygiene
  • Risk management
  • Engineering
  • Human resources
  • Related discipline

Any equivalent combination of education and experience may be considered.

Experience

  • 5 to 8 years of progressive experience in occupational health and safety
  • Experience supporting multiple client sites or establishments
  • Experience in warehousing, staffing, manufacturing, logistics, or industrial environments (asset)
  • Experience working with provincial workers' compensation regimes
  • Experience leading incident investigations
  • Experience developing health and safety management systems
  • Preferred Experience
  • Candidates with experience in the following environments will be strongly favored:

  • Industrial hygiene principles
  • Health and safety audits
  • Contractor and subcontractor safety
  • Emergency preparedness
  • Return-to-work programs
  • Safety training methods
  • Preferred Certifications
  • One or more of the following certifications (asset):
  • Certified Registered Safety Professional (CRSP)
  • Certified Health and Safety Consultant (CHSC)
  • National Construction Safety Officer (NCSO), where applicable
  • First Aid and CPR Instructor
  • Internal or Lead Auditor ISO 45001

Language Requirements

  • Fluent French (required)
  • Professional English (required)
  • Ability to communicate effectively with provincial regulatory bodies, employees, clients, and senior management.
