Mandate

Health Québec Outaouais is seeking candidates to fill the position of First Line Service Manager - General Social Services at the Direction of Multidisciplinary Health and Social Services (DSMSSS). Our institution employs 11,500 people across 71 facilities in the Outaouais territory and manages an annual operating budget of approximately $1.5 billion. Its mission is to maintain, improve, and restore the health and well-being of the Outaouais population by providing accessible, integrated, and high-quality health and social services, thus contributing to the social and economic development of the region.

Patient (client) experience and population/client responsibility will also be at the heart of all processes to improve access, continuity, and fluidity of services. The incumbent works in accordance with the organization's values: excellence, partnership, commitment, and benevolence.

Summary of Role and Responsibilities

Reporting to the First Line Coordinator - General Social Services, Info Santé, Rehabilitation, and Chronic Diseases, the First Line Service Manager exercises leadership in a context of significant transformation and continuous improvement, in line with ministerial guidelines and expected outcomes.

He/she develops, consolidates, and harmonizes the service offer of general social services in accordance with first-line ministerial guidelines and CLSC orientations. He/she ensures increased, equitable, and accessible services in the psychosocial field, including reception, analysis, orientation, referral, social consultation, and crisis intervention in the community. He/she promotes continuity, fluidity, and coherence of service trajectories between CLSCs, medical services, clinical departments, community partners, and other network resources. He/she exercises proximity leadership with teams to support quality, safety, efficiency, and adaptation of interventions to population and territorial realities. He/she implements continuous improvement mechanisms, indicator tracking, and monitoring of access, delay, clinical quality, continuity, and risk management issues. He/she ensures operational coordination of general social services, including staff planning, work organization, priority management, team support, and application of expected standards. He/she ensures service presence in a proximity and population responsibility logic, taking into account the particularities of the different Outaouais territories. He/she implements, structures, and ensures the optimal functioning of the general social services access desk to provide rapid, equitable, and secure responses to population requests. He/she deploys, structures, and ensures the functioning of psychosocial services in telehealth on his/her territory to promote increased, flexible, and equitable access to general social services.

As a manager within a public institution, he/she is accountable for internal and external management and is called upon to account for it at all times.

Each manager contributes, within their area of responsibility, to integrated risk management by identifying risky situations, implementing appropriate preventive or corrective measures, and ensuring the required follow-up to support quality, safety, and continuous improvement of care and services.

Required Qualifications

  • Bachelor's degree in health sciences or social services
  • At least two (2) years of professional experience in a related field
  • Excellent understanding of the health and social services sector, its administration, and legal framework
  • Any other combination of experience and training deemed relevant may be considered
  • Valid driver's license required
