Under the responsibility of the immediate supervisor, the incumbent processes, analyzes, and reconciles all financial information for the preparation of the financial statements of the City of Terrebonne and intermunicipal entities according to Canadian Public Sector Accounting Standards. Additionally, they collaborate on the production of any other financial report requested by their supervisor.

Main responsibilities:

Analyze and reconcile accounting entries while participating in the preparation of the consolidated financial report or any other periodic report required;

Participate in the preparation of end-of-year audit files and collaborate with external auditors by providing the requested information and documents;

Verify the accounting imputation of transactions in compliance with the applicable standards, procedures, and regulations and submit for approval;

Apply internal control procedures related to administrative and financial activities;

Monitor and analyze the financial data of the city's contractors, boards, and its organizations. Interpret the financial statements of the various partners;

Analyze projects in capital assets to ensure their follow-up and participate in financing activities and submit for approval;

Participate in the coordination and updating of the capital assets register for all agreements subject to an asset and liability sharing clause according to the NCCSP requirements for the City of Terrebonne;

Collaborate in the analysis, entry of information, and accounting of the debt service as well as prepare the financing file;

Concilie revenues, prepare their billing in compliance with the applicable agreements, and ensure their follow-up;

Contribute to the budgetary preparation by performing certain financial analyses;

Analyze and prepare budgetary transfers and amendments and credit transfers and submit them for validation and approval;

Participate and act as support for all employees of the Directorate and other departments in the initiation of purchase documents, invoice processing, and data compilation;

Perform the verification and follow-up of the IPC calculations of various contracts whose annual costs are referenced;

Ensure the compliance of the various city expenses by validating (on a random basis) that the supporting documents are properly completed and accompanied by all relevant documentation, according to the City's directives and policies;

Perform various vendor analyses related to complex payments requiring in-depth knowledge;

Compile information related to access to information requests, prepare and ensure the availability and validity of documents within the prescribed deadlines, and perform the required follow-ups;

Ensure the follow-up of recommendation files, financial section to be submitted to the executive committee;

Communicate with internal and external stakeholders to receive and transmit documents or information to resolve issues and validate information. If necessary, perform the necessary research;

Prepare the GST and QST report in compliance with the applicable tax rules and ensure their follow-up;

Participate in the development and implementation of administrative and operational processes as well as the realization of various special projects.

Qualifications and requirements

  • Job requirements:

University certificate in accounting and a minimum of thirty-six (36) months of relevant experience. (Any other combination of education and experience deemed relevant and equivalent may be considered);

Knowledge of accounting - complete accounting cycle (required test);

Intermediate Excel spreadsheet mastery (required test);

Autonomy;

Prioritization, planning;

Depth of analysis.

Working hours: The working hours are from

Monday to

Thursday from 8:15 AM to 4:30 PM and

Friday from 8:30 AM to 12:00 PM.

Working conditions:

The hourly rate for this job is $44.97 and the working conditions are those provided in the current white-collar personnel collective agreement.
