Mandate

Health Quebec Outaouais is seeking candidates to fill the position of Head of Unit – 3rd Floor (NSA), Outpatient Clinics, MDJ and Electrophysiology – Papineau Hospital at the Nursing Care Management (NCM) Department. Our facility employs 11,500 people across 71 locations in the Outaouais territory and manages an annual operating budget of approximately $1.5 billion. Its mission is to maintain, improve, and restore the health and well-being of the Outaouais population by providing accessible, integrated, and high-quality health and social services, thereby contributing to the social and economic development of the region.

The patient (client) experience and population/client responsibility will also be at the heart of all processes to improve access, continuity, and fluidity of services. The incumbent will work in accordance with the organization's values: excellence, partnership, commitment, and benevolence.

Summary of Role and Responsibilities

Reporting to the Clinical-Administrative Coordinator, the Head of Unit will be responsible for:

  • Ensuring that the services offered meet the evolving needs of users and their families;
  • Measuring customer satisfaction and making necessary adjustments, if required;
  • Promoting the development of innovative practices contributing to continuous improvement, risk management, and service integration;
  • Ensuring compliance of activities with organizational and ministerial requirements;
  • Optimizing the use of technologies and ensuring the consistency of processes with the overall activities of the establishment;
  • Ensuring the accessibility, fluidity, quality, and efficiency of services under their responsibility;
  • Maintaining coherent, transparent, and adapted communications with clients and partners;
  • Disseminating information at the right time to the various stakeholders;
  • Making informed and responsible decisions, taking into account short- and long-term impacts;
  • Managing resources rigorously and efficiently, with a perspective of continuous optimization;
  • Managing performance, mobilization, and behavior of personnel under their responsibility;
  • Providing appropriate supervision and professional development to support the achievement of mandates;
  • Promoting a healthy work environment by valuing recognition, support, and a sense of belonging;
  • Intervening quickly in any situation affecting health, safety, ethics, or work quality;
  • Fostering communication, accountability, creativity, and engagement of personnel;
  • Ensuring the management of clinical activities within their sector;
  • Contributing to the optimization of bed management and control of user stay duration;
  • Participating in the development and implementation of continuous improvement plans;
  • Managing the financial resources associated with their areas of activity;
  • Actively participating in medical co-management with concerned partners.

As a manager within a public establishment, the incumbent is accountable for their management both internally and externally and is called upon to account for it at all times.

Each manager contributes, within their area of responsibility, to the integrated management of risks by identifying risky situations, implementing appropriate preventive or corrective measures, and ensuring the required follow-up to support the quality, safety, and continuous improvement of care and services.

Required Qualifications

  • Bachelor's degree in nursing sciences, administrative sciences, or management sciences;
  • At least two (2) years of professional experience in a related field;
  • In good standing with the Order of Nurses and Midwives of Quebec (ONMQ);
  • Excellent understanding of the health and social services sector, its administration, and its legal framework;
  • Expertise in team management could be considered an asset;
  • Any other combination of experience and training deemed relevant could be considered;
  • Valid driver's license required.
