The Municipal Housing Office of Trois-Rivières (OMHTR) is committed to helping low-income individuals and families in Trois-Rivières find suitable housing and manage various social housing programs, while supporting our clientele in their autonomy, with a perspective of sustainable development. Plus, you won't be short of challenges, as the real estate portfolio includes 1,690 units and houses over 2,600 people. The OMHTR is also the manager of the Regional Housing Office of the Chenaux.
Responsibilities and Activities
- More specifically, the person in this position:
1. Technical activities due to major works and disasters on buildings and land and new construction projects
- Collaborates in the implementation of new construction projects;
- Performs or mandates professionals for planning, drafting estimates, and execution schedules for work to be carried out in accordance with applicable standards, regulations, and laws;
- Participates in the preparation of the annual plan and proposes an execution schedule for work and, if necessary, revises the triennial plan in accordance with priorities and directives received from their immediate supervisor or director of other housing offices or organizations;
- Conducts tendering, evaluates received submissions, and recommends contract allocation based on technical estimates;
- Collaborates with external professionals to ensure compliance with technical policies. Submits any deviations from standards and estimates to their supervisor;
- Establishes the work progression for improvement and replacement with the contractor and ensures that specific requirements are met;
- Coordinates work among different stakeholders and clients;
- Supervises construction, renovation, or restoration work and ensures compliance with requirements, regulations, and standards;
- Notes defects, omissions, or breaches by contractors and produces reports for appropriate corrective actions;
- Identifies technical or safety issues and recommends solutions to their supervisor; in an emergency, takes immediate appropriate measures;
- Recommends changes to plans and work estimates to their supervisor as needed; prepares estimates and required reports for this purpose;
- Follows up on the budget for work, justifies deviations, verifies approved amounts, and submits the file for approval;
- Verifies the compliance of work and recommends payment when compliant;
- Ensures the follow-up of warranties;
- Advises management on problems requiring technical expertise;
- Tests new materials and analyzes the subsequent positive and negative impacts on buildings;
- Represents the Office to various first-level representatives, such as CCQ, RBQ, CNESST, municipal inspectors, and others.
- 2. Technical activities due to the Mauricie Housing Services Center
- Responds to the technical needs of directors of other housing offices according to points 1 and 2;
- Conducts "health check" inspections of buildings, records findings, and evaluates intervention priorities for buildings.
3. Technical activities due to maintenance
- Plans and participates in fire drills and ensures building compliance;
- Identifies and recommends work to be carried out, such as: renovation of housing, common area and circulation area improvements, restoration of building structure or exterior, lawn area improvement and tree planting, replacement of heating, ventilation, plumbing, or electrical systems;
- Estimates costs, material quantities, and work execution time and produces preliminary plans as needed;
- Provides technical support to department managers and follows up on files with them;
- Prepares or mandates an external firm for contractual documents, conducts tendering, follows up on service contracts for inspections and regulatory maintenance, and ensures compliance of systems and equipment;
- Prepares or mandates an external firm for building issue expertise (mold, asbestos, radon, air quality, living space adaptation, etc.) and ensures the implementation and follow-up of corrective or compliance work required.
4. Others
- Prepares an annual action plan;
- Ensures annual computer and paper document archiving according to the retention schedule;
- Routes computer problem resolution requests to the appropriate person according to the program;
- Contributes to the development of information technology;
- Works in a team and contributes to establishing harmonious relationships within the staff;
- Performs any other tasks assigned by their immediate supervisor.

Requirements
- College diploma in building techniques, with a concentration in architectural technology, building mechanics, civil engineering, or building estimation and evaluation.
- Three (3) to five (5) years of experience.
- Essential Knowledge and Skills:
Knowledge
- Construction, renovation, and maintenance techniques and materials for buildings;
- Standards and standards for the rental of housing;
- The Building Code and the Quebec Safety Code.
Skills and Abilities
- To evaluate the costs of construction, renovation, and/or repair;
- To elaborate plans and estimates and conduct tendering;
- To evaluate submissions and choose the most suitable ones for the context;
- To evaluate the progress and quality of work;
- To make appropriate recommendations in work follow-ups;
- To make recommendations in cases of preventive maintenance;
- To collaborate with building and maintenance managers in the execution of work.
Other Requirements
- Good mastery of the French language (oral and written);
- Oral and written communication with clientele from all backgrounds;
- Have a sense of priorities;
- Work respecting the occupants with tact and courtesy;
- Good learning capacity;
- Excellent knowledge of Microsoft Office suite and Autocad (asset);
- Have a valid driver's license to use their car for frequent travel;
- Occasionally need to intervene outside regular working hours.
