This process aims to fill 1 position (104525). For employees belonging to the General Professionals accreditation, the eligibility list from this process will be used to fill all positions for this function within the Real Estate Solutions Division of the Real Estate Strategy and Housing Service, whose requirements are the same or similar. The Real Estate Strategy and Housing Service is responsible for developing, implementing, and recommending real estate strategies and transactions in an investment optimization context for the entire territory of the City of Montreal.

The service's mandate integrates the Montreal 2030 agenda for the creation of sustainable and innovative living environments. In this context, it collaborates with other City services to achieve major objectives, including the provision of affordable housing, the development of major urban sectors, and the protection and enhancement of natural environments, among others.

Your Mandate

Reporting to the Real Estate Solutions Division, in a multi-project environment, you will be responsible for providing all necessary support in the general administration of real estate development projects and promoting the profitable marketing of strategic sites owned by the City while developing and maintaining internal and external partnerships to achieve successful, innovative real estate projects for the benefit of the citizen population.

You have a strategic and integrated vision of real estate development and ensure a comprehensive understanding of the issues, opportunities, risks, and impacts of projects, in order to guide the orientations, investment decisions, and alignment of initiatives with the City's organizational priorities.

More specifically, you will:

  • plan, implement, and control the activities of real estate development projects under your responsibility at the planning phase (development plan, modeling, financial and technical feasibility, business model, etc.), the project call, tender, sale, or other processes;
  • coordinate the implementation of investment scenario studies (cost-benefit analysis, profitability, cost of goods sold, etc.), real estate analyses (property tenure, pros and cons, etc.), due diligence, technical studies, and other agreements and contracts to support recommendations and decisions;
  • develop and monitor project charters, implementation schedules, governance frameworks (committees with internal and external stakeholders), and financial planning (funding sources, subsidy programs) for projects under your responsibility, according to the City's project methodology;
  • develop, recommend, and implement innovative and effective real estate strategies, solutions, and business models for mandates under your responsibility, in line with your clients' business plans, to support real estate development in the City;
  • present files and recommend real estate solutions to various instances (General Management, CE, CM, elected officials, etc.) in support of major orientations, prepare communications, follow-ups, or situation reports in response to questions from elected officials, the media, and other instances;
  • develop and recommend the awarding of professional service contracts related to the implementation of mandates under your responsibility (development plan, modeling, profitability analysis, etc.) and assume their administrative and contractual management.

PROFILE REQUIRED

  • Bachelor's degree (or equivalent academic) in business administration, real estate finance, urban planning, architecture, or any other relevant field
  • 4 years of experience in planning and coordinating real estate development projects
  • Experience in coordinating and consulting with various partners (matrix work), desirable
  • Good knowledge of the Montreal real estate market and different investment models, desirable
