The City of Sainte-Thérèse seeks to fill the executive position of Director of Information Technology Services.

Description

The incumbent of this position is responsible for planning, organizing, directing, and controlling all activities related to information technology, geomatics, and digital services of the City.

In addition to managing the information technology service, the incumbent plays a strategic role in the organization's digital transformation, ensuring that technological solutions align with the City's strategic orientations, the needs of the services, and the expectations of citizens. The incumbent also provides strategic advice to the general management and other departments on technological innovation, geomatics, cybersecurity, and artificial intelligence.

Roles and Responsibilities

  • Define, with the general management, strategic orientations in IT, geomatics, and digital transformation. Establish the IT governance framework, advise decision-making bodies, and monitor trends and innovations, positioning IT as a strategic municipal partner;
  • Assume overall management of technological infrastructures, systems, and IT projects. Ensure performance, security, evolution of platforms, project tracking, performance measurement, and documentation of practices;
  • Be responsible for the development, optimization, and integration of geomatics within municipal services, ensuring the quality, security, and valorization of geospatial data;
  • Supervise the responsible and secure use of artificial intelligence. Define the AI governance framework, evaluate optimization opportunities, and ensure awareness, support, and regulatory and technological monitoring;
  • Ensure cybersecurity, data protection, and legal compliance. Implement continuity, recovery, and incident management plans, and oversee access and technological risk management;
  • Lead and mobilize the IT team, plan staffing and skill needs, manage personnel, and foster a collaborative and innovative work environment;
  • Plan and manage the service budget, technological investments, and IT capital plan. Oversee acquisition processes, contracts, and vendor and partner management;
  • Perform all other tasks related to the job.

Requirements

  • Hold a university degree in information systems administration, computer science, or a related field;
  • Have significant experience of at least 7 years in information technology management, ideally in a municipal or public environment;
  • Have experience in managing complex technological projects;
  • Possess a valid Class 5 driver's license;
  • Possess strategic leadership and mobilizing qualities, as well as excellent communication and popularization skills;
  • Have a comprehensive view of technological and organizational issues;
  • Have strong analytical, decision-making, and change management skills;
  • Be results-oriented and customer-service focused, while acting with ethics and rigor.
  • Compensation

The annual salary range for this executive position is between $107,418 and $148,163, depending on the candidate's experience.

In addition to the salary, the position offers a highly competitive social benefits program, including a defined benefit pension plan, very advantageous group insurance, 12 days of sick leave and personal days, 3 mobile days, 2 full weeks during the holidays, a telework policy allowing up to 2 days per week, an employee assistance program (PAE), and access to telemedicine. Fridays are half-days!
